Job Specifics

Minimum Qualifications This is a transfer opportunity open to NYS employees with one year of permanent competitive service as an Associate Director Human Resources 1, M-1 OR in a title at G-23 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.

Non-Competitive Promotion (NCP):

If there are no more than three qualified candidates in the direct line promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a Non-Competitive Promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for a NCP, candidates must have one year of permanent, competitive service in a Human Resources Specialist 2, SG-23 title.

Provisional Qualifications:

There is currently no Civil Service eligible list for the Associate Director Human Resources 1, title. Therefore, candidates who meet the following Civil Service Minimum Qualifications for the Associate Director Human Resources 1, position may be eligible for provisional appointment:

- One year of permanent, competitive service as a Human Resources Specialist 2, SG-23, or Human Resources Specialist 2 (Labor Relations), SG-23.

NOTE: If you are appointed provisionally, you are responsible for taking the next Civil Service examination given for this title. In order to be permanently appointed to the item, you must pass the examination and be reachable for appointment on the resulting eligible list. If you do not take, pass and achieve a reachable score on the examination, you may not be retained in the position.

Preferred Qualifications:

Candidates must have excellent communication (both written and oral) skills, strong technical understanding of all aspects of personnel administration and an understanding of organization structures and management principles.

Duties Description ITS is seeking an experienced, energetic, innovative HR Professional to join our growing HR management team. We have a high volume of recruitments and classifications, and are currently challenged with a number of areas needing revamp - an excellent environment for knowledge growth in the HR field! Reporting to the Director of Personnel, this position will be part of the management team to develop HR solutions, manage personnel teams, and advise assigned program managers, on all personnel activities including: organizational and succession planning, classification, compensation, examination, and recruitment.

Specific duties include, but are not limited to:

• Assist in administering and provide direction to staff on staffing, recruitment, classification and compensation, and examination planning strategies for ITS, in accordance with Civil Service Law, rules and regulations.
• Manages probation, traineeship, and performance program/evaluation processes, and provides advisement to managers.
• Draft communications and requests related to personnel administration; assures standardized requests among teams and coordinates discussions with Civil Service.
• Manage administration of separations, leaves, and return to holds.
• Provide guidance on Special Salary actions, as required.
• Review and analyze Out-of-title work grievances/CC-2E/CC3s; participate in audits as required.
• Liaise with the Business Services Center to resolve LATS, HCM, payroll, and leave issues; ensure timely processing all of transactions.
• Work with Labor Relations staff on time and attendance, grievance, and disciplinary issues.
• Assist with developing and presenting staff and manager trainings.
• Manage on-boarding, off boarding, and new employee orientations.
• Work with Labor Relations staff and the Director of Personnel to respond to Civil Service, union, and other inquiries regarding postings, selective certifications, LERTs and eligible list use.
• Assists Directors with special projects; provides recommendations for policy and procedure changes.
• Perform full range of supervisory responsibilities.

Additional Comments Approval to fill this position is pending Division of the Budget approval.
