Job Specifics

Minimum Qualifications Bachelor's degree and 15 years experience as a police officer. Five years of this experience must have been at Executive Command level. Experience must include significant investigative and narcotics enforcement. Candidates must also have a strong background in crime analysis and trend recognition, COMPSTAT and field intelligence officer programs. Candidate must possess multi-agency project management and law enforcement program development experience.
The preferred candidate will have experience in the following: Project management; budget management; preparing requests for applications; coordinating with local, state, and federal agencies on crime fighting and homeland security issues; grant writing and review; analyzing statistics and implementing strategies based on data review; data driven policing and its implementation at operational level; training which includes preparing lesson plans and presenting training in a classroom setting; collaborating with government and community stakeholders on enforcement and crime prevention initiatives.

Duties Description The Deputy Commissioner manages and directs the Office of Public Safety (OPS). The areas of responsibility and oversight encompass the coordination of New York State's Gun Involved Violence Elimination (GIVE) and SNUG programs, the development and delivery of advanced police training and the identification and delivery of law enforcement technical assistance. The Deputy Commissioner is also responsible for the Missing Persons Clearinghouse Unit and the Highway Safety Unit. The incumbent assists in planning and program development as it relates to data driven crime reduction in New York State. Training areas include but are not limited to basic training, basic supervision, investigations, officer safety, crime analysis, field intelligence and highway safety. This position is also responsible for the design and ongoing development of the DCJS sponsored high tech regional crime analysis centers located in Buffalo, Syracuse, Rochester, Albany and Binghamton, Niagara and Malone. Responsibilities include coordination and providing staff support of the Municipal Police Training Council, Law Enforcement Accreditation Council, and the Security Guard Advisory Council. Additional responsibilities include oversight of the certification and repair of alcohol and speed detection equipment statewide, the maintenance of the statewide Police and Peace Officer Registry and training records; the Security Guard Program including approval of security guard schools and instructors; and the Federal Excess Military Property Program (1033). Frequent statewide travel is required.
