Minimum Qualifications MINIMUM QUALIFICATIONS:

Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

A Bachelor’s Degree in any of the disciplines listed above and seven years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.


OR

Ten years of progressively responsible administrative, management, or supervisory experience in a setting whose purpose is to serve the needs of individuals with developmental disabilities by delivering individualized and customized services. Seven years of this experience must be at a leadership level with broad policy-influencing responsibility for fiscal and program administration.

Duties Description The New York State Office for People with Developmental Disabilities (OPWDD) is looking for a forward-thinking leader who is capable of informing and executing strategic decisions at both the organization and system level to serve as the Director of Regional Office 1. The ideal candidate will also have experience working in a managed care delivery system, as well as experience serving individuals with ID/DD. This position serves at the pleasure of the Commissioner of OPWDD.

The Regional Office 1 supports 25,000 people with developmental disabilities who reside in 17 counties through a network of 100 providers who are the direct providers of services. Travel to all counties in Regional Office 1 is required, as is intermittent travel to other areas of the state.

The individual selected will serve at the executive level and will lead Regional Office work in support of a results oriented delivery system for the 17-county region. The selected candidate will report to the Associate Deputy Commissioner, Division of Service Delivery, Regional Offices and work locally with Deputy Directors and management team to align both the understandings and efforts of policy makers and practitioners. The director will also advocate for individuals, for emerging issues and work toward the best possible balance of system capacity. A commitment to collaborating with all stakeholder groups, as well as a commitment to a leadership strategy of “Putting People First” is essential.

The ideal candidate for this position will have a strong problem-solving orientation; the capacity to develop and sustain cross-systems collaborations; prior experience working for or with a state agency or unit of local government; a willingness to work with local trade associations, foundations and other key stakeholders in the delivery system. The candidate should have demonstrated the capacity to lead and mentor staff, as well as an understanding of capacity-building opportunities for agencies who are trying to adapt to a managed care operating environment. A working understanding of tools to identify and create customer-oriented efficiencies in the OPWDD delivery system will be helpful.


PRIMARY DUTIES AND RESPONSIBILITIES:

With the mission, vision and values of OPWDD as context, the Director of Regional Office 1 will collaborate with both stakeholders, voluntary agency partners and the regional office workforce to ensure a system of individualized, community based supports. Principal duties include the following:

• Leading local level efforts to advance the Commissioner Transformation agenda;
• Supporting local level implementation of Care Coordination and other managed care readiness efforts;
• Coordinating and overseeing ongoing services and supports;
• Representing the needs of and opportunities within the region to key decision makers within OPWDD and external groups
• Maintaining regular and high quality communication with voluntary providers through VAAB meetings and other convening’s, as required;
• Insuring ongoing communication and collaboration with peers from other state agencies and units of local government who provide supports to the individuals and families we serve;
• Insuring that the Regional Office is considered a valuable resource by individuals, our provider network, local agencies and elected officials and OPWDD administration.
