QUALIFICATIONS
Transfer: Current DOH employee with permanent status as a Principal Sanitarian, G-23.
Provisional Promotion Candidates: Current NYS DOH employee with one year or more of permanent or
contingent-permanent competitive service as a Senior Sanitarian, G-18.
Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 2
years experience in environmental health protection (*defined below); Or B. a bachelor’s degree, with 30 credits
in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 3 years
experience in environmental health protection (defined below). Substitution: A master’s degree in the natural
or applied sciences may be substituted for up to 1 year of required experience. *Experience in Environmental
Health Protection is defined as conducting inspections to determine compliance with federal, state, or local
environmental laws, regulations, and established public health standards, OR experience in the notification of
public health environmental hazards and the development of methods to eliminate or control such hazards
and/or the spread of disease and other environmental factors impacting the health of individuals and/or the
public, such as in hospitals and long term care facilities.

Excellent leadership and management abilities. Experience in supervision of staff in enforcement of adult care
facility compliance with environmental standards, life safety codes, building codes, NFPA (National Fire
Protection Association), Public Health Law, Social Services Law and New York Codes, Rules and Regulations.
Working knowledge of Public Health Laws, environmental health standards, and NYS and local codes and
regulations including Building Codes of NYS including Fire, Property Maintenance, Residential, Plumbing and
Mechanical Codes. Experience in evaluating waiver requests, Adult Care Facility Common Applications and
progress of projects. Must have excellent interpersonal, problem solving, decision-making, and time
management skills as well as, independent and team surveyor investigative skills and the ability to communicate
effectively with all internal and external stakeholders. In addition, the ideal Candidate must have excellent skills
in verbal communication, report writing and editing, prioritizing of assignments, investigation, critical thinking and
be able to effectively interpret laws and regulations governing adult care and assisted living facilities in New York
State.

Duties Description The incumbent will take the lead on investigating and enforcing the provisions of the Public Health Law, Social
Services Law and New York Codes, Rules, and Regulations relating to environmental health, sanitation, and
safety, as well as plan, direct and review the work of lower level staff. These provisions consist of many other
technical standards, including those of the National Fire Protection Association, the Life Safety Code; Building
Codes of NYS including Fire Property Maintenance, Residential Plumbing and Mechanical Codes. The
incumbent will determine the compliance of facilities or assess public health problems in the following areas:
structure and space provisions; mechanical and electrical systems; ventilation/air conditioning/heating; fire safety
(structural and operational); housekeeping; maintenance; laundry; infection control; pest control; solid waste
disposal; water supply; plumbing; sewage disposal; accident prevention; dietary/food sanitation; disaster
preparedness; hazardous wastes/biohazard wastes; air pollution; and medical systems. The incumbent will also
apply the principles of biological and physical sciences and the skills of assessing environmental features to
maintain, protect, and improve the health and safety of individuals residing in NYS adult care facilities while at
the same time assisting with policy interpretation to staff, facilities, and other governmental agencies. In
addition, the incumbent will be responsible for Adult Care Facility Common Application Project reviews and
environmental and pre-certification surveys relative to new construction, renovation, and expansion of services.

Additional Comments Permanent or Provisional, Full Time. Candidates appointed provisionally will be required to pass a qualifying
Civil Service exam and be reachable for appointment on the resulting eligible list. Candidates must pass Fire
Inspector 1 and other exams as required by the Centers for Medicare and Medicaid Services to conduct surveys.
Field work is required; candidates must be capable of meeting travel and occasional off-hours work
requirements.
