Job Specifics

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotion examination are: you must be a qualified employee of New York State and have had three months of PERMANENT competitive, or non-competitive (including 55-b/55-c) service as an: Assistant Drill Rig Operator, Assistant Land Surveyor 1, Assistant Land Surveyor 2, Drafting Technician, Drill Rig Operator, Engineering Technician, Environmental Engineering Technician 1, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), or Senior Engineering Technician (Soils). After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

The minimum requirements for taking the Open Competitive examination are:

Either 1. TWO years of experience assisting in engineering or engineering technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from a high school or possession of a diploma issued by a recognized educational authority;

Or 2. an associate’s degree in mathematics, physical science, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, or electronics;

Or 3. a certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics, or electronics** issued by a regionally accredited college or university and ONE year of experience as listed above in # 1;

Substitution:

Either: 36 semester credit hours of college course work in mathematics, physical science, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics or electronics technology may be substituted for experience at the rate of 18 semester credit hours equaling ONE year of experience listed above in #1;

Or: graduation from a high school technical education program (recognized by the New York State Education Department as meeting acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering, engineering graphics, or electronics may be substituted for ONE year of experience listed above in #1.

** Certificates from Trade or Technical Schools will be accepted only if they are institutions that are regionally accredited or recognized by the NYS Department of Education as following acceptable educational practices.

Duties Description A Senior Engineering Technician (SET) can be assigned to work in the regional construction office, in field assignments on construction projects, and in the Materials Unit. In a field assignment, under the direction of the EIC, the candidate may inspect multiple operations on construction projects to ensure contractor's conformance with contract plans and specifications. The candidate could perform field tests of materials; such as compaction tests and concrete air content tests. The candidate may be asked to mentor subordinate technicians and seasonal Transportation Construction Inspectors.

Assignment in the Materials Unit could include functioning as the Laboratory Assistant, Assistant to the IAST coordinator, or Assistant to the Plant Quality Assurance Technician.

Overnight stay, night work and weekend work may be required for field assignments.

At the time of appointment and continuously thereafter candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State and/or having access to reliable transportation.

While positions are being filled for specific programs areas, SETs may be assigned to various program areas throughout their employment based on the operation need. Occasionally, incumbents may also be called upon to support department needs in other locations. This effort could range from participating remotely to occasional travel as necessary to support program operation, capital program delivery or other critical department initiatives.

Responsibilities may also include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
