Minimum Qualifications
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.
Provisional candidates must have completed the online questionnaire for the Engineer Trainee (Civil/Transportation) and/or Assistant Engineer (Civil/Transportation) examination, and selected the Department of Transportation, in order to be considered for appointment. Candidates must provide the agency with proof they have completed the questionnaire.
The minimum requirements for taking the Open Competitive examinations are:
Engineer Trainee, SG-18:
A bachelor’ degree or higher in: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. OR
Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
NOTE: Engineering Traineeship Program: As an Engineer Trainee, you will serve a 24-month traineeship that leads to Assistant Engineer, Grade 20. To advance to Assistant Engineer, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to Assistant Engineer is possible if you have obtained your FE and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing the FE. You may receive an increase in salary upon obtaining your FE. Information about this increase will be provided by the appointing authority.
Assistant Engineer (Civil/Transportation), G-20:
Either 1. proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor’s degree or higher in: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Or 2. proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
Duties Description The Freight and Passenger Rail Bureau is responsible for a broad range of planning, project development and implementation, and program management for the movement of freight by rail, water, and/or truck; to assist in the progression of transportation-related economic development projects; and for the expansion and improvement of intercity rail passenger service. Duties include, but are not limited to:
• Perform general engineering work;
• Technical and physical review of projects and plans throughout project development, including planning, design, construction, maintenance;
• Evaluation of railroad track, structures, materials, signal safety systems and related equipment;
• Perform project management duties;
• Review plans and estimates prepared by railroad staff or consulting engineers;
• Perform field inspection of railroad construction activities; and
• Supervise subordinate staff of engineers and technicians.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
