Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.
Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Assistant in Education Improvement Services if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Accountability (OA), Title I School and Community Services Office. This Office is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA) which generate approximately $1.25 billion in federal aid to New York State. These programs include Title I, Part A, Title II, Part A, Title IV, Part A, Title V, the McKinney-Vento Homeless Student Program, programs for Neglected or Delinquent Students, Migrant Student Education Program, and School Improvement Grants under Section 1003. All of these programs require Local Education Agencies (LEA) to submit annual applications for funding, which staff both develop and review for approval, including program budgets and related narratives. The team is also required by federal regulations to monitor these programs for compliance as well as collect program data and report annually to the United States Department of Education. In addition, the Office supports the review of District Comprehensive Improvement Plans (DCIPs) and School Comprehensive Education Plans (SCEPs). The incumbent will provide critical support to carrying out the mandated work of the Title I Team. Duties of this position include, but are not limited to, the following:
• Provide support and technical assistance to Local Education Agencies (LEAs) on the implementation of ESEA program policies, including district and school level accountability, and school improvement;
• Assist in the review and approval of Consolidated Applications and program budgets;
• Conduct on-site and/or desk review compliance monitoring to determine LEA compliance with programmatic and fiscal requirements, prepare reports and associated Corrective Action Plans; and
• Support the development of guidance materials and other technical assistance resources for use by LEA staff;
• Participate in professional development activities related to the implementation of ESEA guidance; and
• Undertake special assignments as directed.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
