Job Specifics
Minimum Qualifications Candidates must have one year permanent competitive service as a Senior Accountant or be eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description The Division of Cemeteries, under the supervision of the New York State Cemetery Board, oversees the establishment, maintenance, and preservation of burial grounds for approximately 1,750 public not-for profit cemeteries in New York State. As authorized by the Not-for-Profit Corporation Law, the division works with cemetery officials on a wide range of issues including the sale of lots, service fees, and the acquisition of lands.
The incumbent will perform various professional accounting tasks: reviewing the financial statements and accounting practices of incorporated cemeteries, examining and auditing their records, preparing applications for rate increases (which must be approved by the Division), serving as a resource to cemetery treasurers, and preparing financial projections in connection with cemeteries’ applications for major improvements and purchases and sales of land (which must be approved by the State Cemetery Board).
This assignment involves significant (50% or more) travel, mostly within western/southern New York State, but with some overnight travel as well. The incumbent will also be required to attend monthly staff meetings, in Albany. During his/her first few months in the position, the incumbent will be required to meet with more senior Division accounting staff in Syracuse, Utica, or Albany. Candidates must be able to operate autonomously, and should have strong inter-personal skills for interacting with representatives of regulated parties (i.e., cemetery employees and treasurers). The ideal candidate will have experience in or knowledge of forensic accounting or fraud examining. Candidates must possess a valid New York State driver's license, or otherwise demonstrate the ability to meet the transportation requirements of the job.
