Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:

70.1 TRANSFER QUALIFICATIONS: Employees who are currently serving as a permanent Trainee 1 or Trainee 2 in certain titles filled by the PCO exam may be eligible for a 70.1 transfer to Accountant Trainee 1 or Accountant Trainee 2. Certain titles may require that you also meet additional special minimum qualifications listed below.

If you have completed a permanent competitive or 55 b/c traineeship in a title filled by the PCO exam, you may also be eligible for section 70.1 transfer to Senior Accountant, Grade 18. Some titles may require that you also meet the following special minimum qualifications:

Bachelor's or higher degree in Accounting, Auditing, or Taxation;
OR
Bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

If you apply for Section 70.1 transfer, you must also provide a copy of your college transcripts to demonstrate that you meet the above qualifications.


70.4 TRANSFER QUALIFICATIONS: You may be eligible for Section 70.4 transfer if you have: (1) one year of permanent competitive service as a grade 12 or higher; and (2) a bachelor’s degree, including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation coursework; and (3) passed the Professional Career Opportunities (PCO) exam.

Note: 70.4 candidates must NOT have failed the PCO exam.

Depending on your level of professional accounting/auditing education and experience, you may be qualified for appointment to Accountant Trainee 1 (NS, equated to Grade 14), Accountant Trainee 2 (NS, equated to Grade 16) or full-title Sr. Accountant (SG-18).

Duties Description STANDARD DUTIES:

Under the direction of the Associate Accountant, the incumbent will:

• Supervise subordinate staff in the Voucher and Accounts Payable Units
• Perform the job duties of subordinate staff on an as-needed basis
• Review and approve all payments processed by the Voucher Unit in the Statewide Financial System (SFS)
• Research and resolve inquiries and issues with outstanding payments, and with SFS errors and issues
• Work with appropriate staff to resolve issues preventing payments from processing;
• Respond to audit inquiries from internal and external auditors as well as requests for information from OSC
• Provide guidance and training to subordinate staff on policy, procedures, proper accounting per OSC & SFS guidelines, and technical matters
• Complete special projects as requested
• Cross-train with other accounting staff to provide office coverage
