Job Specifics
Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 1 or appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Sections 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidate may be required to serve a 2 year traineeship that leads to a journey level grade 18 position.
70.1 Transfer:
To be eligible for a 70.1 transfer, a candidate must have one year of permanent competitive service in a 70.1 title allocated to a salary grade 16 or above.
52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 16 or above.
70.4 Transfer:
One year of permanent competitive service in a position allocated to a SG-11 or higher, possess a Bachelor's Degree from a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices and have standing on the PATT or Professional Career Opportunities (PCO) eligible lists.
Duties Description For small-scope projects undertaken within the Office of Operations (OOO), performs a variety of tasks within each of the Business Analysis Body of Knowledge (BABOK) knowledge areas with considerable autonomy. For medium and large scope projects undertaken within the OOO, performs/assists with tasks under the supervision of higher-level Business Systems Analysts.
• Solution Assessment: Defines the business needs driving the need for a project; assesses capability gaps of existing solutions; defines the business case for a new/modified solution; assesses organizational readiness to implement a new/modified solution; and defines transition requirements to implement a new/modified solution.
• Solution Validation (testing): Validates that solutions meet business needs (by developing test data and scenarios, testing system functions, and documenting results); evaluates solution performance against business goals and objectives.
• Business Analysis Planning & Monitoring: Conducts stakeholder analyses; assists in planning BA activities.
• Requirements Elicitation: Prepares for elicitation activities; conducts elicitation activities; documents the results of elicitation activities; confirms the results of elicitation activities.
• Requirements Analysis: Assists in prioritizing requirements; organizes requirements into logical groupings; specifies and models requirements; defines assumptions & constraints of solutions (at any point in their lifecycle); verifies requirement quality; validates requirement value.
• Requirements Management & Communication: Assists in managing solution scope and requirements; assists in managing requirements traceability; maintains requirements re-usability for future business events/initiatives; prepares requirements packages; communicates requirements.
• Solution Implementation: Develops training and user support materials; assists in updating organizational process assets (such as procedure manuals and Guide to Financial Operations (GFO) content).
Engage in projects to improve knowledge of Office of Operations bureaus’ internal business operations and processes, including Statewide Financial System (SFS) (i.e., access, security, report administration).
• Serve as a liaison between business and technical staff.
• Develop and monitor business cases relevant to technical support.
• Facilitate and assist in business improvement initiatives.
• Knowledge in business intelligence or data modeling tools such as Tableau, OBIEE and SQL for adhoc reporting.
Additional Comments PREFERRED QUALIFICATIONS:
• Business Analysis:
o Demonstrated experience in requirements gathering, analysis, modeling, communication, specification, and implementation
o Demonstrated knowledge of Oracle/PeopleSoft products (ex. Hyperion)
o Demonstrated knowledge of financial applications – preferably in the functional areas in use at OSC (ex. procure-to-pay, billing/accounts receivable, general ledger, budgeting/commitment control, security, workflow, grants management, etc.
