Job Specifics

Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:

• Budget Fellow I: $47,900. A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.

• Budget Fellow II: $52,451. A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in a directly-related policy area or one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.

• Budget Fellow III: $56,745. A Doctoral degree as specified for a Budget Fellow II; or a Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in a directly-related policy area or in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year in a directly-related policy area or in public administration. Eligible for annual salary increases based on performance.

Additional requirements include:

The successful candidates will demonstrate strong quantitative and qualitative skills, and be skilled in the use of spreadsheets, the development of financial projections, and the monitoring of fiscal and program data. Previous knowledge of budgeting for State Operations, employee fringe benefit and fixed costs is helpful but not required.



Duties Description The Labor Relations section seeks to fill a vacant position on its General State Charges team. The team has responsibility for the $6.7 billion "General State Charges" budget, and a broad array of labor relations issues, including participation in collective bargaining negotiations with the employee unions and examination of fringe benefit programs.

Primary duties and responsibilities of this position include:

• Development, evaluation and fiscal review of fringe benefit proposals throughout the collective bargaining process, particularly in relation to employee / retiree health insurance and workers' compensation issues. This will provide the candidate with the opportunity to represent DOB as part of the management team at the negotiating table and to interact with various levels of Budget Division staff, the Governor's Office of Employee Relations, Civil Service, the State Comptroller, the Attorney General and outside consultants and health benefit providers (Aon, Maximus, United Health Care, Blue Cross / Blue Shield, CVS).

• Oversight and analysis of fiscal and policy issues related to the New York State Health Insurance Program. The candidate would: (i) work with the Department of Civil Service to examine and approve annual Empire Plan and HMO rates (ii) conduct fiscal and programmatic quarterly reviews of Empire Plan services (hospital, medical, prescription drug, and mental health / substance abuse); (iii) assist in the development and review of Request for Proposals for the provision of Empire Plan services.

• Oversight and analysis of fiscal and policy issues related to a variety of other fringe benefit programs and fixed costs including: (i) workers' compensation for State employees (ii) State employee vision and dental benefits (including employer contributions to union employee benefit funds which provide for these services) (iii) payment of taxes and assessments on State-owned lands (including payments in lieu of taxes to the City of Albany) and (iv) payment of judgments against the State or State employees pursuant to the Court of Claims Act and Public Officers' Law.
