Duties Description POSITION DESCRIPTION:

The Bureau of Intensive Treatment Services (BITS) oversees processes in accordance with Criminal Procedure Law and the Family Court Act, as they apply to individuals with intellectual/developmental disabilities who become involved in the criminal justice system. Bureau staff must be responsive to court orders while promoting person-centered planning that builds individual’s strengths and mitigates risk. BITS staff regularly coordinate with regional office and state operations staff and other stakeholders. Best practices in the complex and highly specialized field of developmental disabilities are continuously evolving; as such, the Program Operations Specialist 2 will assist with bureau operations and with researching, reviewing and disseminating new information to staff working in state operated programs and regional offices.


PRIMARY DUTIES AND RESPONSIBILITIES:

• Track court orders (CPL 730, 330.20, and Family Court Orders) and coordinate follow up with DDRO and DDSOO staff. Court orders require responses within defined timeframes. The Program Operations Specialist 2 will have responsibility to collaborate with the appropriate parties to ensure OPWDD takes appropriate action consistent with the legal requirements of the order.
• Monitor people who qualify for services and are involved in the criminal justice system (probation, parole, jail, prison, etc.), and ensures that accurate information is disseminated to BITS staff, regional office/state operations staff, and service providers to ensure people with significant criminal backgrounds can avail themselves of OPWDD supports and services with a goal of reducing further involvement with the criminal justice system, and preventing harm to themselves or the public.
• Participate on the Statewide Forensic Advisory Committee which reviews requests for court authorizations, changes in status or granting of leaves for people committed to OPWDD via the Criminal Procedures Law.
• Participate on Statewide Admissions Committee which manages all admissions and discharges to all OPWDD operated campus-based institutions.
• Works closely with other OPWDD units/bureaus, Counsel’s Office, DDSOOs, DDROs and voluntary not-for-profit agency providers on transitional issues.
• Collaborates with other State agencies, such as the Office of Mental Health, Department of Corrections and Community Supervision on reentry planning and/or the resolution of case issues, and to promote provision of evidence-based treatments and clinical/behavioral/mental health services to persons with developmental disabilities.
• Communicates with providers, DDSOO and DDRO staff, and OPWDD Directors to facilitate community integrated service options for individuals, and to resolve operational and policy/program issues impacting on service provision to individuals with forensic and other complex behavioral treatment needs.
• Provides technical assistance and advice to Central Office and DDSOO/DDRO staff and/or community agencies about policy and standards interpretation and implementation, including responding to telephone calls, e-mail, and info line inquiries.
• Assist with or conduct special projects, and complete other bureau tasks, as assigned.
• Assist with or conduct trainings, as assigned.
• Minimal statewide overnight travel may be required (15%).


PREFERRED SKILLS/EXPERIENCE:

• Familiarity with forensic matters and/or a background in criminal justice;
• Analytical and administrative skills/experience;
• Presentation and training experience helpful;
• Ability to work well independently and in a team environment.
