Job Specifics

Minimum Qualifications Overall, the ideal candidate possesses sound judgment, strong oral and written communication skills, is an excellent and creative researcher, and has significant investigatory experience. The ideal candidate has a collegial attitude, is a self-starter, works well both independently and in a team setting, and is a highly-adept multitasker. Candidate must also be willing and available to work unscheduled hours when necessary. The ideal candidate is well-versed in technology, has adept computer skills (including word processing and spreadsheet proficiency), and can expertly and creatively explore investigatory research avenues (including the use of social media, law enforcement databases, electronic and video surveillance).

Position requires 10+ years of investigative experience in a major police department or law enforcement agency. Experience in supervising and conducting confidential, sensitive and internal investigations, including work in the areas of contracts and procurements, and white collar crime is required. Experience conducting large-scale, complex investigations by organized criminal enterprises is preferred. Excellent interpersonal and writing skills, as well as proficient computer skills and effective interviewing skills are required. High-level experience interacting with other major law enforcement agencies and the ability to oversee multiple and highly sensitive, confidential investigations is necessary. Knowledge of technical equipment used in law enforcement is essential. Must have extensive knowledge in New York State criminal law and procedure. Experience managing and coordinating multi-disciplinary investigative teams as well as conducting internal investigations is necessary.

Bachelor’s degree is required.

Duties Description The Office of the New York State Inspector General [“NYSIG”], as established by Executive Law Article 4-A, is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State meet the highest standards of honesty, accountability, and efficiency. The Office of the New York State Welfare Inspector General [“OWIG”], as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs. The Office of the New York State Workers’ Compensation Fraud Inspector General [“WCFIG”], as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

Collectively, the three offices are known as the Offices of the Inspector General [“OIG”].

Job Description
OIG seeks a Deputy Chief Investigator for its Upstate Regional Office, based in Albany. The Deputy Chief Investigator is responsible for assisting the Upstate Chief Investigator in supervising and managing the investigative staff in carrying out OIG’s mission to uncover fraud and abuse in New York State agencies and entities which fall under the jurisdiction of NYSIG, OWIG and WCFIG. The responsibilities of the Deputy Chief Investigator include planning, coordinating and monitoring investigations; reviewing and assigning complaints; directing case reviews; managing a caseload; conducting interviews and preparing written reports; and serving as a liaison with other law enforcement agencies. Frequent instate travel is required. This position operates on adherence to strict confidentiality.

Additional Comments This is a Management Confidential position that is appointed by the Inspector General. New York State residency is required. Salary is commensurate with experience.
