70.1 TRANSFER QUALIFICATIONS:

Workforce Programs Specialist Trainee 1, NS, equated SG 13:

Employees with one year of permanent competitive or 55 b/c service in one of the following titles:

Administrative Aide (and Parenthetics) – SG 13
Agency Program Aide (and Parenthetics) – SG 13
Program Aide (and Parenthetics) – SG 13

Workforce Programs Specialist Trainee 2, NS, equated SG 14:

Employees who are currently serving as a permanent Trainee 2, in certain titles filled by the PCO exam.

Workforce Programs Specialist 1, SG 18:

Employees with one year of permanent competitive or 55 b/c service, or who have successfully completed a traineeship in one of the following titles:

Employment Services Representative – SG 18
Jobs Program Specialist – SG 16
Labor Services Representative – SG 16
Labor Services Representative (any language parenthetic) – SG 16
Labor Services Representative (LVER) – SG 16
Supervising Labor Services Representative – SG 20
Unemployment Insurance Reviewing Examiner – SG 16

**Labor Services Representative (DVOP), SG 16 and candidates serving in hourly positions are not 70.1 transfer eligible

If you have completed a permanent competitive traineeship in a title filled by the PCO exam, you may also be eligible for section 70.1 transfer to Workforce Program Specialist 1, Grade 18. Some titles may require that you also meet the following special minimum qualifications:

A Bachelor’s degree and two years of professional experience* where your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following duties: a) Developing and implementing plans or proposals to deliver workforce development and training programs; b) evaluating, monitoring or administering workforce development and training programs; c) managing contracts and budgets for workforce development and training programs, which MUST include development, negotiation, execution, fiscal management, and monitoring or program review; d) determining eligibility for public assistance; and e) assessing applicants for, or recipients of, welfare employment program benefits to identify and remove barriers to self-sufficiency.

*It is the candidates’ responsibility at the time of interview, to clearly demonstrate that they meet the minimum qualifications as described above.

52.6 TRANSFER QUALIFICATIONS:

This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by source titles which are also deemed administrative and within two salary grades of the Workforce Program Specialist 1, Gr 18.

70.4 TRANSFER QUALIFICATIONS:

Candidates with one year of permanent, competitive service at salary grade 11 or higher AND a Bachelor’s degree with a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Transition Test (PATT) may be considered for a 70.4 transfer to a Workforce Programs Specialist Trainee 1, NS equated SG 13.

Duties Description STANDARD DUTIES:

The Workforce Programs Specialist 1 duties include but are not limited to: assisting in the development, monitoring, and management of workforce development and training programs, contracts and proposals, including the review of contractual data, contract modifications expenditure tracking, voucher processing, collaboration with field monitoring staff and Business Services staff and routine ad hoc reporting. A Workforce Programs Specialist 1 will also prepare detailed analysis as needed and provide technical assistance and guidance to contractors, program operators, workforce development partners, and other agencies to ensure compliance with applicable laws and regulations. They may also review and analyze pending and enacted federal and State legislation, federal regulations, as well as technical advisories and bulletins.
