Minimum Qualifications MINIMUM REQUIREMENTS:

70.1 TRANSFER QUALIFICATIONS:

Employees with one year of permanent competitive service in the following titles may be eligible to transfer to Employment & Training Fiscal Auditor 2, SG 23 pursuant to Section 70.1 of the Civil Service Law.

Associate Accountant – SG 23
Associate Auditor – SG 23
Education Finance Specialist 2* – SG 23

*Please note, for Education Finance Specialist 2, you must have 24 semester credit hours in accounting and/or auditing courses. Please note that such courses as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Please provide a copy of your transcript along with your resume.


PROVISIONAL/NCP QUALIFICATIONS:

On or before 2018, you must be a qualified employee of the New York State Department of Labor and have had one-year of permanent competitive or 55-b/55-c service as:

Senior Auditor – SG 18
Data Processing Fiscal Systems Auditor 1 – SG 18

Duties Description STANDARD DUTIES:

As an Employment and Training Fiscal Auditor 2, you would conduct fiscal oversight of workforce employment and training grants and contracts. You would train grant recipients and agency Financial Oversight and Technical Assistance (FOTA) Unit staff on Federal and State policies, procedures and guidelines related to the implementation of workforce programs activities. You would provide supervision, instruction and guidance to a team of fiscal and support staff. You would review, monitor and evaluate the fiscal aspects of Federal and State workforce development and training programs to ensure compliance with applicable legislation, rules, regulations and policies and analyze program performance data to ensure accountability. You would prepare recommendations to supervisors regarding program administration and assist in the development of operating procedures for new or revised grant or contract programs.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evening and/or out-stationed assignments.

Includes occasional overnight travel.
