Minimum Qualifications MINIMUM QUALIFICATIONS:
Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

A Bachelor’s Degree in any of the disciplines listed above and five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.
OR
Ten years of progressively responsible administrative, management, or supervisory experience in a setting whose purpose is to serve the needs of individuals with developmental disabilties by delivering individualized and customized services. Five years of this experience must be at a leadership level with broad policy-influencing responsibility for fiscal and program administration.

Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who is capable of executing strategic decisions to serve as Deputy Director of Regional Office 4. This position serves at the pleasure of the Commissioner of OPWDD.
The Regional Office 4 supports people with developmental disabilities who reside in the following boroughs: Manhattan, Bronx, Queens, Brooklyn, and Staten Island. Travel to all boroughs in Regional Office 4 will be required and there is the potential for occasional travel to other areas of the state.
POSITION DESCRIPTION
The candidate selected will serve at the executive level as a member of the leadership team for the Regional Office. The selected candidate will report to the Director of the Developmental Disabilities Regional Office 4 and will work with the Director, Deputy Directors and management team to foster and support a collaborative workforce and to ensure excellent quality in Regional Office operational standards. A commitment to collaborating with all stakeholder groups as well as a commitment to a leadership strategy of “Putting People First” is essential.




The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. Preference will also be given to candidates who also have demonstrated experience in service sector operations, policy, budgeting and managed care. In line with our dedication to “Putting People First,” he/she will also provide leadership, commitment, and support to people with developmental disabilities, their family members, voluntary provider agencies, local government and other stakeholders.

PRIMARY DUTIES AND RESPONSIBILITIES:
With the mission, vision and values of OPWDD as context, the Deputy Director of Regional Office 4 will collaborate with both stakeholders, voluntary agency partners and the regional office workforce to ensure a system of individualized, community based supports. Principal duties include the following:

• Leading local level efforts to advance the Commissioner Transformation agenda;
• Supporting local level implementation of Care Coordination and other managed care readiness efforts;
• Coordinating and overseeing ongoing services and supports;
• Representing the needs of and opportunities within the region to key decision makers within OPWDD and external groups;
• Maintaining regular and high-quality communication with voluntary providers through Executive Director and/or Regional Partnership Meeting;
• Insuring ongoing communication and collaboration with peers from other state agencies and units of local government who provide supports to the individuals and families we serve;
• Insuring that the Regional Office is considered a valuable resource by individuals, our provider network, local agencies and elected officials and OPWDD administration.
