Minimum Qualifications Transfer Qualifications: Any current DDPS 4
Any permanent employee eligible for a 70.1 transfer.
Anyone eligible to take the Civil Service examination for DDPS 4

Provisional Appointment: In the event that there is not a valid eligible list, candidates who meet the qualifications below may be qualified for a provisional appointment.

Minimum Qualifications: You must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had three months of permanent competitive service or 55-b/55-c service as a Developmental Disabilities Program Specialist 2, Treatment Team Leader (Developmental Disabilities), or Mental Hygiene Nursing Program Coordinator.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Under the direction of Deputy Director DDRO 2 Sunmount, M-5, the incumbent’s duties will include but will not be limited to, the following:
• Act as a member of the leadership team at DDRO 2 - and provide administrative leadership and oversight of staff assigned to Certified Residential Opportunities (CRO) Front Door, HCBS Waiver, Age out of Residential Schools, Local High Schools, Care Coordination and Program Development within the Sunmount District
• Provide direction to provider agencies and staff to ensure compliance with regulatory statues in all program operations within the Sunmount District.
• Provide planning, supervision and evaluation of comprehensive oversight of the Regional Operations in CRO, Waiver, Care Coordination and Front Door processes.
• Directly supervise Team 2 “Access” and Team 3 “District Services”.
• Facilitate Regional Office Certified Residential Opportunities, and Front Door Community of Practice including Broome and Central New York Districts.
• Facilitate Regional Respite Focus Group and report out to DDRO 2 Director and Central Office.
• Facilitate and Maintain Sunmount's Regional Office Procedural Manual for all Office Functions
• Analyzes staff efficiencies and internal processes, in order to develop, implement, monitor, and revise new and existing policies and procedures, in order to ensure consistent quality of service for assigned areas, listening to the voice of the customer.
• Ensure that policy, procedures and practices are following all applicable provisions of federal, state and local laws.
• Represents OPWDD's policy and program interest at State and Local events, and interregional meetings.
• Select and train new staff as needed; complete performance evaluations;
• Be an active member in DDRO 2 Regional Office Leadership Team and facilitate various assigned committees.
• Coordinates the delivery of statewide programs and services with local management, management from other DDRO's, and Central Office, to ensure consistent delivery of programs and or services.
• Attend various meetings, including: CRO weekly meeting, Quality Review Team Meeting, Front Door statewide meeting, Statewide transition to Managed Care.
• Take on Administrator on Duty (AOD) tasks as scheduled or requested;
• Skills in conflict management and problem solving.
• Ability to prepare comprehensive written proposals for new or expanded services as well as other written administrative reports.
• Will ensure DDRO staff fully understand their roles and responsibilities, and that they receive the training and support and supervision to perform capably in the course of serving multiple constituents.
• Provide technical support and guidance to local government planning, program development, and other special projects.
• Attendance and Collaboration with Community Service Boards, LGU and community partners and providers.
• Oversight and monitoring of Care Coordination Organizations (CCO), Community First Choice Option (CFCO) and Managed Care implementation within the district.
• Participate in Voluntary Executive Meeting and CCO meetings to ensure open communication and effective oversight.
• Other duties as assigned.
