Minimum Qualifications In order to be considered for appointment, candidates must have a Bachelor’s degree and demonstrated relevant work experience consisting of at least five years of experience in small, disadvantaged, minority and women’s business development; equal employment opportunity; and/or affirmative action programs. Experience in job and business development in the transportation sector is preferred. At least two years of this experience must have been managerial experience - overseeing a large, complex program. A graduate degree in minority studies, public administration, business administration, law or related field can be substituted for two years of the general experience.

Duties Description Under the policy direction set by the Commissioner of Transportation, the selected candidate will be responsible for developing, implementing and overseeing Civil Rights programs for the New York State Department of Transportation (Department). The Department’s Civil Rights Programs include: Disadvantaged/Minority/Women-owned Business Enterprises (DMWBE), Equal Employment Opportunity (EEO), Title VI/Environmental Justice/Limited English Proficiency, On-the-Job Training and Supportive Services programs.
Responsibilities include the development and evaluation of the Department’s Civil Rights policies, procedures and performance measures. The incumbent will be responsible for advancing strategies to improve participation of Disadvantaged, Minority and Women-owned Business Enterprises (DMWBE) on the Department’s contracts and to achieve compliance with State and Federal Civil Rights laws, rules and regulations.
Specific duties of the position include but are not limited to:
• directing and overseeing the Department’s Civil Rights programs to assure compliance with State and Federal requirements and to accomplish program goals and objectives;
• serving as the Department’s DBE Liaison Officer and point-of-contact for Federal and State agencies on Civil Rights issues;
• recommending new policies, revision of existing policies, formation of new programs, new legislative requirements, etc. needed to facilitate accomplishment of Department goals;
• providing guidance and technical assistance regarding laws, rules, regulations, policies, procedures, practices, and techniques relating to State and Federal Civil Rights programs;
• coordinating, overseeing and monitoring the Department’s Civil Rights activities;
• assisting agency program officials in reporting and analyzing Civil Rights data, and identifying any problem areas;
• facilitating equal access to programs and services administered by the Department and working with program managers to develop specific remedies to eliminate any identified discriminatory practices;
• representing the Department with regulatory agencies, DMWBE organizations, construction and engineering consultant industry associations, local governments, and community based groups to develop and promote the Department’s Civil Rights programs;
• managing the day-to-day operations of the Department’s Office of Civil Rights and supervising staff;
• maintaining effective working relationships with agency staff and officials from throughout the Department as well as from other State and Federal agencies such as the Empire State Development’s Division of Minority and Women Business Development and the Federal Highway Administration;
• directing the preparation of studies, position papers, plans and reports necessary to meet the requirements of State and Federal agencies;
• designing, implementing and monitoring evaluation and reporting systems to measure program effectiveness and to identify improvement opportunities, and following-up as necessary to assure that appropriate actions are taken;
• developing sound budget proposals to justify staffing and non-personal service resources for the use of State and Federal funds;
• monitoring the expenditure of State and Federal funds as well as the performance of any contractors and grantees which may be providing services for the Office of Civil Rights; and
• attending public meetings and hearings to help assure that the Department’s Civil Rights responsibilities are met.
