Job Specifics

Minimum Qualifications Transfer: New York State employees with one year of permanent service as a Facilities Planner 2, Grade 23; or who are eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in either of the qualifying titles, Building Construction Program Manager 2 or Senior Building Construction Engineer, may apply to this position. Provisional Promotional: New York State employees who have one year of permanent competitive, or 55b/55c service, as a Facilities Planner 1 may be considered for provisional appointment.

Provisional Open-Competitive: Candidates may be considered for a provisional appointment if they meet the following criteria: five years experience in planning major facility construction projects, or in policy development or planning of complex municipal land use projects; OR an Associate’s degree and four years of the experience; OR an Associate’s degree in the field of architecture; planning or civil, industrial, industrial and management, structural, environmental or electrical engineering and three years of the experience; OR a bachelor’s degree and three years of the experience; OR a bachelor’s degree in the field of architecture; planning; or civil, industrial, industrial and management, structural, environmental or electrical engineering and two years of the experience. Examples of acceptable experience planning major facility constructions projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.

The Civil Service eligible list for Facilities Planner 2, Grade 23 is expired. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. The next Civil Service exam for Facilities Planner 2 has not been scheduled.

Duties Description The incumbent will be assigned to the New York City Housing Office and will be responsible for coordinating and facilitating residential development projects within the New York City region. Duties to be performed include, but are not limited to, the following:

Plan and coordinate the acquisition and construction of new facilities, and the rehabilitation and improvement of existing facilities.

Manage capital construction projects through all phases of design, bid and construction.

Coordinate the development and review of the design documents, plans and specifications to ensure timely submission and approval of design documents and bid packages.

Monitor progress of construction site; inspect methods and materials and tour the full job site to insure proper industry standards are followed.

Coordinate community facility construction or rehabilitation projects with OMH staff and the architect of record.

Review construction budgets and reappropriation requests, and maintain payment and work schedules.

Review budgets for the development of new housing and renovation of existing housing and provide technical assistance as needed.

Prepare work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process. Utilize and maintain project records in the project management system.

Participate and assist in the selection of community-based projects necessary to maintain OMH Licensing requirements related to: fire safety requirements, preserving the physical plant and infrastructure, enhancing the program offered to residents at OMH-funded programs.
