Job Specifics

Minimum Qualifications Ten (10) years of information technology experience including experience in the following areas: application development; establishing technical guidelines and standards; evaluation of new technologies, products or processes and management of staff.

Bachelors or higher degree including 15 credit hours in computer science/technology may substitute for two (2) years of experience.

Preferred: Experience in the design and implementation of a public safety/criminal justice technology project

Duties Description The incumbent will act as Program Manager of the Permit Program overseeing the project assistants managing the Permit Recertification and Permit Conversion subprojects for the New York Secure Ammunition and Firearms Enforcement Act of 2013 (NYSAFE Act). The program manager will have responsibility for the oversight, planning, and implementation activities required to enact the databases, background checks, and licensure mandated under the legislation.

Duties include but are not limited to the following:

• Oversees projects to ensure that the SAFE Act Permit Recertification and Conversion goals are met in a timely manner and have a successful outcome;
• Participates in the development of and reviews and approves project scope, and, working with business stakeholders, provides direction to project teams regarding scope and issue management;
• Reviews and provides input to the SAFE Act Program Managers on the roles and responsibility matrix to define teams’ structure and inter-dependencies, especially where structure crosses organizations and agencies;
• Proactively manage potential impacts of multiple projects on stakeholder organizations, insuring risks are understood and communicated, and that stakeholder organizations are prepared for project outcomes;
• Coordinates project performance and resource needs with the other work of the affected bureaus or departments;
• Provides leadership and direction to Permit Recertification and Permit Conversion project managers, business process re-engineering needs based on new technology and data systems. Works with stakeholders to develop change management and training plans;
• Identifies and schedules project deliverables, milestones, and required tasks using project scheduling software;
• Identifies risks and their potential impact on the project, escalates and assumes responsibility for mitigation strategies for project related risk;
• Plans and conducts project analysis sessions, such as project close-outs and Joint Application Design sessions.

Additional Comments Please note that this position is funded by the Office of Information Technology Services (ITS) but will be assigned to work for the Public Safety Cluster. Approval to fill this position is pending. This position will be located in Albany but the exact location has not yet been determined.
