Job Specifics

Minimum Qualifications A bachelor’s degree, or its equivalent, and two years experience in performing written translation and/or interpretation services. Fluency in speaking, reading, writing and oral comprehension of the Russian language is required. Candidates must be able to demonstrate the ability to communicate at a native level of fluency and must demonstrate an awareness of, and sensitivity to, cultural issues and nuances.

Candidates must also demonstrate a command of the English language, both spoken and written.

A master’s degree may be substituted for one year of the required experience. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.

Duties Description Translate documents, forms, informational materials and other written material from English to Russian;

Perform a continuing Statewide assessment to determine the level and extent of need for written translation and oral interpretation services, in order to meet the requirements of any pertinent legislation and to provide service to identified customers;

Develop and update the priority list of State and Federal documents requiring translation and determine which languages will need to be represented in the document translations;

Conduct multiple, detailed, quality reviews of documents translated by contractors or other Translation Unit staff in order to ensure accuracy, integrity and completeness of the work product;

Update and maintain a Statewide database containing individuals, organizations and educational institutions that are able to provide translation and interpretation services;

Direct and participate in the development of a system to evaluate the abilities of translators and interpreters in order to properly rate their professional expertise and to determine contractor’s ability to travel to social services districts;

Participate in the Request for Proposal process, develop contract and Memorandum of Understanding requirements to meet client needs and to comply with court orders and/or any other types of legislation or agreements that apply to the subject of interpretation or translation;

Inform supervisor of any shortfalls in the process of providing services to the social services districts and clients and recommend changes or revisions that will result in the elimination of any shortfalls;

Provide Russian interpretation services;

Participate in and support Statewide outreach services (such as symposiums and conferences) involving sensitive cultural issues and language barriers;

Provide training to State staff and social services districts on translation guidelines, translation ethics, the role of the interpreter and how to prepare the interpreter in order to cull from the interview the information required by the staff member;

Participate in the research, creation and maintenance of a lexicon (dictionary) database containing acceptable individual word translations of Temporary Assistance terms, in order to provide consistent terminology for translators;

Attend formal Temporary Assistance program training in order to become familiar with eligibility
requirements, the eligibility determination process, appeal processes, etc. so as to remain knowledgeable on the programs for which they translate.

Additional Comments Appointment will be contingent upon Division of Budget approval to fill. A full time, permanent, non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
