Minimum Qualifications Current Department of Health employee with permanent/ contingent-permanent status as a Program Research Specialist 3, g-23 OR current DOH or NYS employee with one year of permanent /contingent-permanent service in a g-21 or higher title, deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

PREFERRED QUALIFICATIONS:
Skilled in Statistical Analysis System (SAS) software. Proficient with MS Office such as Excel, Word, and PowerPoint. Experienced with analyzing fiscal data, longitudinal and large datasets such as hospital discharge, vital statistic data. Experienced in the interpretation of data analytic results and report writing and public presentation. Must be knowledgeable of research, statistical, and program evaluation methodologies. Bachelor’s or Master’s degree in public health, epidemiology, mathematics, statistics, social sciences, computer science, or a related field and professional experience in that field.

Duties Description The incumbent of this position will analyze the activities and services provided and spending by Local Health Departments , as reported in annual state aid applications; and assist with public health data analyses required by federal grant applications and state activities. Duties include: review 58 State Aid Applications and analyze data provided in 70 questions about services and activities; analyze spending trends in specific local health department programs based on the review of the applications and spending claims and report on findings from the analysis; analyze and prepare public health data included in the Needs Assessment for the annual Maternal and Child Health Block Grant application, the Minority Health Report and other reports; participate in selection and analysis of appropriate health indicators for topic areas to assist with assessment and planning public health initiatives; and provide technical assistance in developing and reviewing health measures and data analyses for State Health Improvement Plan and Community Health Indicator Reports.
