Minimum Qualifications PREFERRED QUALIFICATIONS: Candidates should possess a Master’s degree in public administration, business administration, economics and/or a field related to public finance or policy analysis as well as a minimum of eight years combined experience in public finance, policy analysis or administration. A minimum of four years combined experience involved in the supervision and/or administration of education finance activities is preferred. This experience should include substantial responsibility in a financial control environment, developing and managing large-scale education finance research projects and in producing public reports. The position requires knowledge of education finance systems in New York State, and of New York State government and legislative process, including an understanding of the policy development process and the relationships among the public, advocacy groups, the Board of Regents, and other governmental groups.

Duties Description The New York State Education Department is seeking applicants and anticipates filling the position of Director of Education Finance. Under the general direction of the Executive Deputy Commissioner, the Director of Education Finance will be the primary contact for all school and special education finance issues, including State Aid to public school districts and the development of rates for special education providers. The incumbent will coordinate the efforts of staff throughout the Education Department on matters related to State Aid and education finance, and be responsible for the conception, development, planning and organization of school finance research within the State Education Department. The Director will be responsible for:
• Developing the Department’s education finance research and policy agenda, with a particular emphasis on articulating issues and developing approaches to assist the Commissioner and Board of Regents in leading change in the educational finance system;
• Assisting with the development and promotion of the Board of Regents proposal for state aid to schools;
• Coordinating the fiscal estimates for education aid programs and ensuring that appropriate information is provided to concerned individuals;
• Tracking changes in the estimates and evaluating the overall effectiveness of aid estimating procedures;
• Providing technical assistance to legislative and executive staff;
• Coordinating and facilitating timely and effective Departmental responses to inquiries and requests for assistance;
• Assisting legislative and executive staff with consultative and research services during budget negotiations;
• Maintaining close working contacts with outside interests and other governmental entities to help inform and promote the Commissioner’s and Regents positions;
• Conceiving, advancing, developing and preparing reports for public dissemination;
• Overseeing the subject matter content, quality and organizational consistency of reports issued by the Department on education finance issues; and
• Representing the Department with outside groups, making presentations on school and special education finance issues to advance the Department’s policies and positions, and enhancing public understanding of educational finance issues;
• Overseeing all aspects of apportioning State Aid to school districts and establishing special education provider rates, including data collection, calculation methodologies and payments, as well as the ongoing development of computer systems in support of these activities;
• Establishing and maintaining close working relationships with State control agencies and other State agencies and authorities that participate in education finance, with school districts, counties, and statewide associations involved with education finance.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Filing of this position is contingent upon Division of Budget approval.
