Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a Master’s degree or higher AND five years of progressively responsible professional experience in an education agency or education organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants. Two years of this experience must have been in a supervisory capacity involving supervision of professional staff. Two years of full-time classroom teaching experience may be counted towards the five year general experience requirement.
PREFERRED QUALIFICATIONS: The preferred candidate will possess a working knowledge of all aspects of NYS charter schools; at least two years of experience involving charter school authorizing, policy or management work; and experience with data gathering, design and program evaluation.
*Leads to a maximum salary of $107,946 based on annual performance advances.
Duties Description The Office of P-12 Education is seeking candidates to fill the position of Project Coordinator, Grade 28, in their Charter School Office (CSO). Under the direction of the CSO Director, the Charter School Program (CSP) Performance Oversight Coordinator will oversee and manage all aspects of the performance monitoring and evaluation of charter schools directly authorized by the Board of Regents. The incumbent of this position will supervise and direct the activities of professional staff in the accomplishment of monitoring and evaluating priorities, under the CSP grant. Duties of this position will include but not be limited to:
• Managing the development and implementation of procedures, protocols, and guidelines for monitoring and evaluating Regents-authorized charter schools, including those related to site visits, renewal visits, performance monitoring, charter revisions, non-renewal, revocation and closure.
• Coordinating the collection, review and analysis of data and reports submitted by Regents-authorized charter schools and determinations related to assessing if schools have met performance benchmarks and student outcomes.
• Serving as team leader, author and facilitator for program monitoring site visits at schools, including coordination with schools to develop the schedule and materials in advance of a visit; coordinating a team of qualified site visitors to conduct focus group interviews, classroom observations, data gathering and document review; completing written reports after each visit; and developing, supporting, and directing the activities of consultant and volunteer school site visitors.
• Reviewing and editing all written documents and reports related to oversight of Regents-authorized charter schools;
• Developing written recommendations, reports or memoranda containing policy and evidence-based analysis related to charter renewal, non-renewal and revocation for consideration by SED leadership, the Commissioner and the Board of Regents.
• Overseeing the preparation of required federal, State and agency reports on charter school performance and other aspects required under the CSP grant and in compliance with federal and State laws and regulations.
• Conducting relevant research and preparing written materials involving the collection and compilation of program data, preparation of reports on school innovation initiatives, and response to inquiries;
• Working collaboratively with other CSO staff to ensure the incorporation of relevant data into evaluation reports and with other colleagues who serve as liaisons to Regents-authorized charter schools to ensure the timely and effective coordination and completion of monitoring and evaluation work.
• Serving as the primary CSO liaison to a subset of Regents-authorized charter schools and to the NYC Department of Education CSO in coordinating evaluation and monitoring work in NYC.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Occasional overnight travel is required.
