Minimum Qualifications For a permanent appointment, candidates must be a current NYS employee that is reachable on the current Civil Service eligible list for Supervisor, Utility Accounting and Finance, Grade 31.

For provisional appointment candidates must either:

1. Be a current NYS employee with one year of permanent competitive service as a Principal Utility Financial Analyst, Grade 27, or a Public Utilities Auditor 3, Grade 27; Or

2. Meet the following open-competitive qualifications:
a. A bachelor's degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses AND six years of qualifying experience;
b. or a master's degree in accounting AND four years of qualifying experience; or
c. either qualifying degree as listed in a. or b. above, AND a currently valid Certified Public Accountant (CPA) license and registration issued by New York State, AND three years of qualifying experience; or
d. a bachelor's degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND six years of qualifying experience; or
e. a master's degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND four years of qualifying experience; or
f. either qualifying degree as listed in d. or e. above, AND a Chartered Financial Analyst (CFA) certification, AND three years of qualifying experience.

Qualifying Experience: Professional accounting/auditing or financial internal or field audit experience with responsibility for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or opinions or recommendations on, financial statements in accord with generally accepted accounting principles. Financial analysis experience includes analyzing financial/investment practices, assessing financial condition and cost structure, analyzing new securities issues, assessing financial and business risk, and the measurement of the cost of capital. This experience must have been obtained working: with a regulatory agency; in the utility industry, including energy, telecommunications, water, or cable services; or in other regulated industries. This qualifying experience must also include two years of the supervision of both projects and individuals.


Duties Description The Supervisor, Utility Accounting and Finance, Grade 31, is the primary day-to-day staff supervisory position in the Office of Accounting, Audits and Finance. The Supervisor will act as a Unit Leader and provide leadership for a team which is a mix of accountants, auditors, and financial analysts who are responsible for financial audits and examinations relative to utility rate changes for Long Island Power Authority (LIPA). The Supervisor will be responsible for reviewing and making recommendations to LIPA's Board regarding LIPA's budgets and performance metrics. The Supervisor will also participate in management audits of LIPA as a subject matter expert, drafting and reviewing requests for proposal for the conduct of such audits and for monitoring the implementation of recommendations that result from the audits.
