Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must be reachable on the Civil Service eligible list for this title OR have one year of permanent competitive service as an Education Finance Specialist 2, Associate Accountant, Associate Auditor, Associate Internal Auditor, Contract Management Specialist 2 or Program Research Specialist 3 (Economic Finance) to be eligible for transfer via Section 70.1 of the Civil Service Law.
*Leads to a maximum salary of $85,635 based on annual performance advances.
Duties Description The New York State Education Department’s Bureau of Budget Coordination is seeking applicants for the position of Education Finance Specialist 2 (EFS-2 The incumbent of this position will be responsible for managing day-to-day budgeting activities of both State and Federal funds for the State Education Department. The duties of this position will include, but are not limited to:
• Preparing, reviewing and tracking of State and Federal fund budget projections;
• Coordinating the primary budget for the Federal IDEA, Vocational Rehabilitation, and Workforce Investment Act grants, as well as familiarity with all other SED Federal grants;
• Acting as liaison for all budgetary aspects of the Statewide Financial System (SFS);
• Leading manager on the Fringe/Indirect Cost Billing (FBIC) process;
• Overseeing and supervising the review of all BPSS school financial statements, and the billing of the regular tuition assessment;
• Overseeing the Medical Doctor Repayment Program;
• Overseeing the creation of a new Federal grants expenditure monitoring system for the Department;
• Acting as Lead liaison to the Legislature on SED Special Legislative Projects; and
• Acting as a liaison to the Division of Budget (DOB) on all budgetary matters relating to ACCES, IDEA and Special Legislative Projects.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or permanent contingent appointment. Filling of this position is contingent upon Division of Budget approval.
