Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 3, G-23, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 3, G-23. Candidates reachable on the eligible list may be considered through a canvass and need not apply. This position is also open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 3, G-23, or to those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifing administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23 and Information Technology Specialist 3 (Systems Programming), G-23.

Duties Description As part of the Enterprise Architecture/Program Management Section (EA/PM) in the Statewide Financial System (SFS) program, the incumbent may work on one or all of the following processes: Release Management, Change Control and Project Management. The EA/PM Section provides strategic and forward-looking plans for the SFS in several key areas: oversight of the system’s technical architecture, project and portfolio management activities, and managing the initiation, testing and implementation of system changes.

General Duties:

The incumbent will manage ITS staff and provide mid-level oversight for the following EA/PM processes:

Release Management:
Oversee and assist in the tracking and reporting of changes to the SFS system.

• Facilitate weekly Planned Release Schedule review meeting;
• Produce daily Planned Release Schedule reports;
• Monitor and report the movement of key changes as they progress through the SFS SDLC;
• Work with SFS stakeholders (OSC, DOB, BSC) on documenting testing signoff for SFS changes;
• Work with SFS Stakeholder Relations and SFS Communications to produce SFS Release Notes; and
• Manage the quality review process for all SFS changes.

Change Control:
Oversee and assist in the maintenance of the SFS Change Request process by assisting with updating the Change Request (CR) log and tracking the submission, approval and implementation of SFS Change Requests.

• Maintain the SFS CR log in SharePoint;
• Facilitate the tracking of business case/analysis documents once received and accepted;
• Assist with the preparation for the weekly SFS Leadership review of business cases and analysis recommendations; and
• Assist with the preparation and facilitation for the weekly architect review of business cases and scope and impact analysis documents.

EA/PM Support:
Oversee and assist in the support of EA/PM initiatives such as the weekly SFS Management Meeting/Portfolio Review.
• Coordinate meeting logistics with SFS Admin team, complete minutes, monitor action items.

Project Management:
Assist in supporting EA/PM Project Management as needed.

Portfolio Management:
Support as needed. Maintenance of the SFS Schedule in Microsoft (MS) Project by assisting with the addition, tracking and reporting of approved SFS work efforts.
