Minimum Qualifications Interested candidates must be reachable on the Business Systems Analyst 1 eligible list OR be eligible to transfer under section 52.6 of the Civil Service Law.
To be eligible to transfer under section 52.6, candidates must have at least one year permanent, competitive service in a qualifying title allocated to a grade 16 or higher and designated 52.6.
*To be eligible for a provisional appointment, you must meet one of the following:

Either 1. Six years of business analysis experience, where 50% or more of your duties included experience in at least three of the five areas below:
- using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization's business needs;
- describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do in order to fulfill the business requirement(s);
- using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes;
- documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals;
- developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and are capable of achieving the design capabilities.

Or 2. A bachelor's or higher degree AND two years of the required experience as described in option 1;

Or 3. current certification as a business analyst where the certification process included a requirement of five years of business analysis experience, 21 hours of professional development, and an assembled (not an on-line) examination.

This will be a provisional appointment and subject to taking, passing and being reachable for a permanent appointment from the next written Business Systems Analyst 1 examination administered by the NYS Department of Civil Service on a date to be determine.

Duties Description • Engage in long and short-term assignments to critical and/or high priority business analysis projects and help identify the need for and develop training curriculum on such projects to improve knowledge of Office of Operations bureaus’ internal business operations and processes, including those impacted by the implementation of the Statewide Financial System (SFS) (i.e., access, security, report administration).
o Under the supervision of the Business Systems Analyst 2 in the Operations Section of BFOS, the staff person would work to document the “as-is” and develop the desired future or "to-be" state of SFS-related and other OOO business processes and reports for a functional area within OSC and the OOO’s related internal business processes, and other OOO business operations and processes.
o Conduct general requirements gathering activities of SFS-related processes in OOO, by using recognized business analysis elicitation techniques such as individual interviews, surveys, and documentation review.
o Help facilitate and conduct small-scale group requirements elicitation sessions with OOO staff and other internal and external agency stakeholders on the OSC SFS-related processes and report administration functions.
o Work with OOO bureaus to help create process, data, or other flows and models for OSC’s SFS report administration function utilizing modeling techniques.
o Categorize and document SFS/OSC related business requirements in a formal business requirements document or repository.
o Based on business requirements, help develop system test scenarios and test plans.
o Create and maintain business rules and process documentation for the SFS security and access processes, and report administration function for OSC.
o Determine level of efforts required for tasks and estimate timetables for completion of tasks as assigned.
o Train OOO staff on changes in business processes.
o Assist in and develop training curriculum that covers topics such as the implementation of system or interface changes and enhancements.
o Present ideas, concepts and factual information to trainees in a classroom orally setting or by the use of training aids which are either paper based or electronic based medium.
o Prepare course descriptions, presentations, lesson plans and other materials including development of overall training plans.
o Assist with the development and dissemination of a periodic needs assessment for Bureaus and State agencies.
o Analyze results and makes recommendations to improve/expand SFS-related, security or basic bureau training programs, as appropriate.
o Analyze training requests submitted by agencies to ensure that the courses offered will train to the necessary competencies identified by OOO and the State agency customers served.
o Evaluate training proposals submitted by outside trainers.
o Prepare proposals for training programs utilizing funds available outside OSC funding
o Deliver training on a variety of SFS, security and general bureau courses. Assist outside trainers or internal SMEs in topics with more complex concepts.

• Work with CIO staff and User Support customers to resolve SFS-related technical issues.

o Assign requests for technical support.
o Monitor completeness ensuring that issues are resolved in the appropriate time-frame and customer satisfaction is achieved.
o Serve as a liaison between business and IT staff; assist higher-level analysts in communicating requirements to stakeholders.
o Make recommendations to Team Leader on ways to improve efficiency of services provided.
o Develop and monitor business cases relevant to technical support (e.g., software purchases).
o Provide oversight and monitor testing and revisions.
o Must be able to take information and communicate to different audiences ranging in technical knowledge and ability.

• Collect and analyze evaluations submitted by training session attendees; maintains records of training offered and accreditation received by participants.

o Use training evaluation tools to evaluate courses and compile the results for presentation to decision makers
o Use the results to continuously improve the quality and effectiveness of training programs
o Look for new ways to provide accreditation to meeting participants

• Promotes understanding of the outreach and training offered to State Agencies and Office of Operations staff

o Maintain effective verbal communication with internal and external customers
o Assist communication/web team with the creation of content to be posted to internet and intranet sites
o Represent OOO at Statewide training conferences, webinars, award ceremonies, etc.

• Ability to assists with the communication to development staff to facilitate their understanding of system change requests.
