Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.
Duties Description The incumbent will work with Department of Health staff and be part of a section responsible for budget development, spending analysis and policy oversight for the Department of Health’s (DOH) Public Health budget, the State Office of the Aging (SOFA) and the Office of the Medicaid Inspector General (OMIG) programs which account for $5 billion of the overall State budget. The assignments in this section contain significant programmatic areas including the Early Intervention program (EI), General Public Health Work (GPHW), Elderly Pharmaceutical Insurance Coverage (EPIC), the New York State of Health program and numerous opportunities to be involved with state operation analysis of a major State agency.
Specific responsibilities include:
• Analysis, development and public defense of budget/policy recommendations and implementation of innovative programs and strategies related to various DOH, SOFA or OMIG programs;
• Monitor and provide analysis on local assistance, state operations expenditures and workforce review to ensure consistency with State Financial Plan projections;
• Review and identify fiscal and policy impacts associated with proposals advanced by the Federal Government, the State Legislature and various advocacy groups; and
• Evaluate and participate in development of programmatic and policy solutions aimed at addressing care and financing needs for vulnerable populations, including new proposals advanced in the Executive Budget.
