Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent status as a Consultant Nurse HNSA OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent service at G-22 or higher and meeting the open competitive minimum qualification listed below).
Open Competitive Minimum Qualifications: licensed and currently registered as a nurse in New York State; AND four years of public health, community health, or other nursing experience in an appropriate facility setting. Two years of this experience must have been providing direct patient care and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator.

PREFERRED QUALIFICATIONS:
Professional experience in a hospital setting with experience in supervision or administration of a federal or state health-related certified program. Must have strong interpersonal skills, excellent decision making capability and excellent writing and editing skills. Must have strong knowledge of databases and be computer literate. Experience with interpreting regulations, conducting complaint investigations, conducting surveys and monitoring health care programs’ compliance with rules and regulations.

Duties Description Administratively, this position will report to the Area Office Director of the Western Region’s Acute and Primary Care program, and in the Director’s absence will manage the office. This will include responding to significant requests, facility closures, referrals and inquiries; managing the Federal and State surveillance activities and supervising the hospital bio-terrorism representative; serving as team leader/coordinator for all onsite Hospital surveillance; and will also represent the region at Berger Commission on Health Care Facilities in the 21st Century activities. The Consultant Nurse (CN) will function independently for the majority of functions on a day to day basis. They will directly supervise all professional staff in the unit. They will also coordinate program activities with various physician staff, such as assuring prompt review of medical cases, and clear and concise reports so as to withstand critical review. The CN will direct and coordinate completion of all surveillance activities. These include the receipt and investigation of well over 300 complaints annually in hospitals and Diagnostic and Treatment Centers (D&TC) in the western region counties. The CN will monitor the conduct of State and Federally mandated surveys, including Article 28 (State) and Title XVIII (Federal) hospital surveys, Federal certification surveys for new providers, End Stage Renal Dialysis facilities, freestanding ambulatory surgery centers, Outpatient Rehabilitation centers, follow up surveys to assure correction of cited deficiencies, and focused Article 28 surveys in both hospitals and D&TC’s.
