Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Careers Test (PCT) eligible list.
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title allocated to a grade 13 or higher.

Duties Description • Completes staffing transactions – initiates and prepares requests to fill
• Demonstrates an understanding of the Civil Service hiring process, forms and templates, guidelines and policies
• Explains and provides guidance to hiring managers in the LERT and Selective Certification procedures and templates
• Reviews LERTs and Selective Certification submissions for completeness and accuracy
• Prepares job descriptions and justifications to support classification requests
• Reviews and analyzes duties descriptions to ensures classification standards are reflected; provides feedback and to the hiring manager
• Prepares correspondence and other documents
• Prepares job descriptions and justifications to support classification requests.
• Arranges and assists in conducting interviews and making hiring decisions
• Obtains and reviews credentials, references, and other documentation to support transactions and decisions about hiring and promotion.
• Administers the performance program, performance evaluation, and probation evaluation programs
• Maintains appropriate human resource files in electronic and paper format
• Compiles and analyzes data related to the hiring processes
• Recommends improvements to procedures and forms; implements improvements
• Answers personnel related policy and procedure questions from employees and supervisors
• Recommends topics of interest and need; prepares and presents information sessions. Arranges for special training in response to management, program, and staff needs.
• Participates in agency teams related to human resources
• Provides information about employee benefits and obtains assistance in resolving problems.
• Researches, collects and compiles required documentation related to the hiring process
• Monitors and tracks status of activities
• Designs, sets up and maintains appropriate files in electronic and paper format
• Represents the CIO Division in personnel liaison related meetings and other agency teams which support the work of CIO’s Administrative Services section
• Provide backup support for various responsibilities of the section.
