Minimum Qualifications One year permanent competitive service as a Manager Information Technology Services 1; OR in a position at G-25 or above deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be the second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.

Preferred Qualifications for eDiscovery-related Manager Information Technology Services 1, SG 27, are:

• Strong project management experience
• Strong leadership and interpersonal skills
• Excellent written and verbal communications skills
• Ability to plan, coordinate, and direct multiple teams, projects, and activities
• Strong analytical, problem solving, and conceptual skills
• Ability to translate technical information into easily understood information
• At least 5 years of experience as an administrator of any enterprise-level eDiscovery review application such as Concordance, Clearwell, Relativity, CaseLogistix, or similar
• At least 5 years of experience providing eDiscovery litigation support-type services to attorney end-users, including but not limited to the design and execution of substantive relevancy queries, and substantive legal data analysis
• At least 5 years of experience in at least 3 of the following programming languages: PowerShell, any of the VisualBasic family of programming languages, Windows command line, Pearl, JAVA, or Ruby on Rails
• At least 3 years of experience with MS SQL Development, and at least 1 year of experience as MS SQL DBA
• Advanced knowledge of Boolean logic/Boolean algebra, DeMorgan's laws, truth tables, set theory, and technology assisted review theories such as algorithmic or iterative learning
• Advanced knowledge of the Microsoft Office 2013 Suite of products, including Outlook, Excel, and Access
• At least 5 years of experience managing/supervising a multi-function, multi-disciplinary team of information technology professionals.

Duties Description The Manager Information Technology Services 1 will serve as the manager of the eDiscovery Module within Office 365, in the User Services group at the ITS Enterprise. Reporting to the Director of User Services, the incumbent will lead several project teams responsible for implementation and management of the eDiscovery Module within Microsoft Office 365. The incumbent is expected to:

• Manage implementation of eDiscovery module within Microsoft Office 365 for the NYS tenant at enterprise level. Manage and oversee the enterprise eDiscovery module post-implementation.
• Liaise with Microsoft and other vendors to ensure optimal implementation and long-term management of the enterprise eDiscovery module and related tools for use by administrators and end-users.
• Liaise with enterprise eDiscovery Counsel within the Office of Information Technology Services to provide technical and substantive legal assistance to end-users of enterprise eDiscovery services within the NYS tenant.
• Provide technical support and substantive eDiscovery search and review assistance to administrators and end-users throughout the NYS tenant.
• Train administrators and end-users in the use of eDiscovery tools operated by the enterprise.
• Manage enterprise eDiscovery technical activities, including the evaluation of additional eDiscovery tools necessary for the enterprise.
