Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 4, G-25, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 4, G-25. The position is also open to NYS employees at or above a G-23 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. An examples of qualifying Section 52.6 titles include Information Technology Specialist 4, G-25; Project Manager 2, G-25; Business Systems Analyst 3, G-25. Candidates reachable on the eligible list may be considered through canvass and need not apply.
Preferred Qualifications:
• A comprehensive understanding of the integration of all aspects of system application and business process with other processes in the cross-functional program environment of the Statewide Financial System (SFS);
• Extensive functional knowledge of the PeopleSoft Financials Application; and
• Experience using business analysis techniques as prescribed by the International Institute of Business Analysts in the publication Business Analysis Body of Knowledge (BABOK).
Duties Description The incumbent will supervise and manage several aspects of application analysis and system implementation, while also acting as a leader in the service of customers of the (SFS).
General Job Responsibilities:
• Supervise and undertake functional application analysis related to several business processes and system components of the SFS;
• Supervise and undertake the system implementation activities related to several business processes and system components of the SFS;
• Serve as the lead resource working with customers, stakeholders and other SFS staff to provide knowledge on how the application functions; and
• Serve as the lead resource working with customers, stakeholders and other SFS staff to develop solutions so that the application best meets the needs of its users.
