Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 2, SG-23; OR who are in a position eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles are Information Technology Specialist 3, SG-23; Associate Administrative Analyst, SG-23; or Administrative Officer 1, SG-23. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

Duties Description Illustrative duties include, but are not limited to, the following:

• Plans and performs assessments of existing IT business governance processes in the Finance/Regulation/Gaming (FRG) Cluster; areas of governance may include strategic planning, requirements elicitation and documentation, project and portfolio governance, and business case development.
• Provides the identification of existing FRG governance best practices as well as performance gaps and issues, and non-adherence to New York State government and industry standards.
• Provides recommendations to FRG senior IT management to implement changes to governance processes to align FRG to New York State government and industry standards.
• Develops and implements plans to change to governance processes as directed; plans may include the scope of the recommended change, the impact to the performing organization, implementation and transition approaches, business documentation in the form of a policy, process or procedure, and supporting documentation such as workflow diagrams, charts, use cases and scenarios, SWOT analysis, organizational modeling, and root cause analysis.
• Conducts continued review of the FRG Project Portfolio to ensure projects are performing based on established schedule, scope, resource, and risk thresholds.
• Provides corrective direction to Project Teams and FRG leadership when issues are identified.
• Recommends metrics to improve project performance.
• Participates in annual and quarterly FRG strategic planning and management events that include elicitation of Enterprise, Cluster, and agency level information in order to maintain accurate IT planning information for FRG.
• Assists in and develops training curriculum that covers governance topics; this may include the development of course descriptions, presentations, lesson plans, and other coursework materials.
• Provides training to FRG IT and business supported staff on new governance practices, and provides guidance and support as needed to manage the implementation of new governance standards, business analysis techniques, and methodologies.
