Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2, G-18; OR in a position at the G-16 level or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title designated appropriate for Section 70.1 transfer under Civil Service Law, such as Supervising Computer Operator, G-18. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades. Candidates reachable on the eligible list for this title will be considered through a canvass and do not need to apply.

Preferred Qualifications are:

• Experience in supporting applications and systems, including off-hours support
• Familiarity with any Commercial Off the Shelf (COTS) application configuration
• Familiarity with understanding and troubleshooting application scripts (such as Java Script)
• Experience in Incident management, help ticket triage, problem solving, and user account management
• Experience in developing status reports and technical documentation
• Experience in troubleshooting, issue resolution, SDLC, security management, testing (such as unit, system, integration, performance, and user acceptance tests), and handling IT support requests
• Ability to adapt to new application systems, and willingness to learn and be flexible about IT support responsibilities
• Availability for on-call support if needed.

Duties Description The incumbents will work at the e-Licensing unit. Under the supervision of an Information Technology Specialist 3, G-23, (3 positions) and a Manager of ITS 1, G-27, (1 position), the Information Technology Specialist 2s, G-18, will work with the vendor team to learn about the E-Licensing System's Application Configuration, Development; and System Administration and gradually start contributing to application development, testing, and system maintenance. The specialists are charged with receiving knowledge transfer and configuring the E-Licensing System using Accela product, and contributing to application support.

Specific duties include, but are not limited to, the following:

• Participate in Knowledge Transfer sessions to learn the E-Licensing System and its components, and Infrastructure
• Liaison with the E-Licensing Business Support Team
• Lead various maintenance and operations activities
• Perform application support
• Assist with incident management and release management support
• Support existing and future agencies' Commercial Off the Shelf (COTS) configuration, scripting, and testing
• Support applications in Windows servers and provide system support; on-call support may be required
• Write and design configuration documents
• Assist management by documenting status, reports, metrics, operational information, and technical notes
• Provide off hours support, as needed.

Additional Comments These positions are funded by the Office of Information Technology Services (ITS) but will be assigned to the e-Licensing unit, which is sponsored by the Division of the Budget (DOB).

Some positions require fingerprinting.
