Minimum Qualifications These positions are open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 (Programming); OR who are eligible for transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles include Information Technology Specialist 3, G-23; Business Systems Analyst 2, G-23; and Telecommunications Analyst 3, G-23. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. Candidates reachable on the eligible list will be considered through a canvass and need not apply.

Preferred Qualifications are:

• Extensive experience in supporting large-scale multi-layered systems in a large revenue and accounting agency. The systems supported are highly complex and interface with multiple systems both internal and external to the agency. The systems contain both older legacy technology (COBOL) and newer web technology (Java).
• To understand all technical areas within these applications and develop plans and designs to migrate the systems to newer platforms and software.
• The ability and experience to react very quickly to construct new or enhance systems when the agency needs to implement new legislation or other executive mandates with critical implementation dates.

Duties Description These positions are responsible for analysis, program development, and testing of agency application systems.

Specific duties include, but are not limited to, the following:

• Perform the lead role in system development including planning and conducting application programming design, coding testing, and debugging activities for systems that contain legacy and new web technologies.
• Mentor new developers in all phases of the system development life cycle.
• Perform code review of less experienced staff with the purpose of maximizing efficiency, ensuring maintainability, as well as adherence to standards.
• Develop and review both high level and detailed designs for an information system including the functional specifications that define the business rules and the input, processing, and output details pertinent to the system's operations and report programs.
• Write advanced computer programs based on previously developed and approved program specifications.
• Develop unit, component, and integrated system test plans and data with user input in various development environments.
• Perform triage and analysis of production issues of multi-layered systems to determine the best course of action and assignment to proper unit or technician for resolution.
• Implement new and revised systems and ensure documentation and system security measures are appropriate and comply with agency, Office for Technology, and New York State information security policies
• Maintain and analyze systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment.
• May be required to supervise subordinate IT staff including training, review and approval of time usage and attendance, performance evaluations, and counseling.
