Duties Description Reporting directly to the Chief Payroll Officer, the incumbent will:
Assist in supervising the operations of two payrolls for the Division of Housing and Community Renewal (State) and the Housing Trust Fund Corporation (public benefit corporation); prepare lag and special payrolls; make determinations concerning salaries, miscellaneous payments, deductions, taxes and other similar matters;
maintain compliance with detailed payroll procedures; utilize multiple computer software programs; adhere to strict deadlines; develop internal business processes, internal control procedures and staff development materials to ensure the preparation of accurate and timely payroll submissions to the Office of the State Comptroller and ADP Payroll Services; interpret and apply policies, rules and regulations issued by the Office of the State Comptroller, the Department of Civil Service, the Division of the Budget and the Housing Trust Fund Corporation Board of Directors; sections of multiple negotiated agreements between New York State and the employee unions; and sections of the State Finance law governing salaries, lump sum payments, deductions, leave credits and other factors which affect employee payrolls; answer questions from employees regarding paychecks, tax changes, direct deposits, etc.; produce various reports, as needed.
The incumbent may also: Supervise clerical staff; assist in payroll-related time and attendance matters
