Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title;


OR

Candidates must have permanent status as a Treatment Unit Clerk; OR be eligible for transfer under Section 70.1 of the Civil Service Law.

OR

Candidates must be an employee of the New York State Office of Mental Health and have had one year of permanent competitive or 55-b/55-c service in a position allocated to Grade 5 or higher.

OR

Candidates who meet the following qualifications may be provisionally appointed.

Candidates must have one year of clerical, secretarial or direct care experience in a mental health facility or setting (i.e. in a program which has a governing body and an organized clinical staff whose primary function is the diagnosis, treatment and/or rehabilitation of persons evidencing psychiatric, mental health, alcohol and/or drug abuse problems.) Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. The next Civil Service examination for Treatment Unit Clerk has not been scheduled.

Duties Description As a Treatment Unit Clerk, you would work on a ward or unit of a psychiatric center and be responsible for the preparation, maintenance and monitoring of a variety of clerical records and reports related to activities of employees and patients in the assigned work area. You would also be required to respond to routine inquiries regarding the functions/programs of the unit or treatment service by visitors or employees and patients from other areas of the facility. Responsibilities may include ordering and maintaining an inventory of unit supplies and the performance of miscellaneous clerical duties necessary for the efficient operation of the assigned work area. Depending on the organization of the facility, you might have responsibility for performing these functions for a building, treatment unit, service ward or group of wards. In all cases, you would be assigned to work in patient area.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
