Minimum Qualifications Interested candidates must currently be reachable on the Information Technology Specialist 3 (Systems Programming), SG-23 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.
Duties Description o Participate on project teams in varying rolls; technical expert, technical lead, team participant
o Work within team or directly with users to facilitate gathering of business requirements for new and/or existing server applications and systems.
o Participate in creating Statement of Work when new applications involved / written confirmation of business requirements for system modifications
o Participate with project team to define server software and system specifications.
o Participate in the research phase of new application software and related components.
o Confirm system requirements and prototype with stakeholders for purpose of acquiring sign off
o Assist in determining risks and creation of mitigation plan
o Analyze confirmed business requirements to determine effort of work / effect on existing application server systems.
o Develop technical specifications to meet business requirements
o Mentor subordinate staff in the development of skills required for tasks listed above
o Look into licensing information with obtaining enterprise software.
o Ensure that versioning of enterprise software and associated component software is correct.
o Install enterprise server software and resolve associated issues.
o Research patches and upgrades and provide risk assessments.
o Create work plans for system upgrades.
o Install server software upgrades and patches.
o Keep track of server software license expirations and end-of-life information.
o Mentor subordinate staff in the development of skills required for tasks listed above
o Ensure status of work communicated to appropriate levels in a timely manner
o Analyze deployment requests and gather additional requirements.
o Deploy updated code into Development, Test, and Production environments.
o Test deployed changes.
o Coordinate production and large scale deployments with various business and technical groups.
o Troubleshooting Activities include:
? Communicate with users in an effort to understand issue, acquire all pertinent information and determine urgency of request
? Review issue and determine appropriate course of action
? Analyze system from various points in infrastructure to determine the cause (or eliminate suspected causes) of the issue.
? Compile list of tasks or modifications necessary to resolve issue
? Communicate with management and users of expected effort for completing tasks to fix
o Testing Activities include:
• Work with users to determine test scenarios that will provide useful results.
• Create test scripts based on predetermined test scenarios.
• Assist users in the execution of test plans and recording of results.
o Mentor subordinate staff in the development of skills required for tasks listed above
o Determine scripting requirements based on business need or problem issue.
o Create script or program dependent on system, platform, and/or code reusability
o Troubleshoot / test code to ensure correct functionality.
o Mentor subordinate staff in the development of skills required for tasks listed above
o Assist supervisor in the oversight and mentoring of activities assigned to ITS2 team member on ISA assignments including:
? Mentor in preparation and review of complex technical requirements written to ensure business requirements will be fully met
? Ensure priorities of management clearly communicated to ITS2
? Mentor ITS2 in the prioritization of multiple and changing assignments
? Assist ITS2 in the preparation of accurate estimates of effort for work assignments
? Assist ITS2 in addressing technical and functional issues which impact projects
Additional Comments Desired Competencies:
o Solid experience with UNIX, or UNIX-based systems (i.e.: Linux)
o Experience installing and upgrading enterprise application server software.
o Solid background in troubleshooting enterprise systems and determining where issues exist within system architectures.
o Experience writing scripts or programs to monitor server hardware and components. Experience in shell scripting, php, perl, or javascript is desirable.
o Experience in analysis and design, and the ability to interact with both technical and business staff.
o Experience working directly with business units to facilitate the defining and documenting business requirements and specifications.
o Experience participating and/or facilitating in the design and technical analysis of automated systems.
o Experience translating business requirements into technical specifications. This should include the creation of flowcharts.
o Experience in testing and testing methodologies.
o Ability to transfer knowledge associated with technical skills, time management skills, appropriate interaction with users and understanding organization structure.
o Experience with secure file transfer methodologies, including knowledge of data encryption, ssl, and sftp is desirable.
o Certification in WebSphere Application Server, Apache Web Server, Axway Secure Transport, or Avaya Experience Portal is desirable.
