Minimum Qualifications Interested candidates must be reachable on the Professional Accounting and Auditing Positions eligible list or eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must have one year of permanent, competitive service in any of the following titles: Data Processing Fiscal Systems Analyst 1, Insurance Examiner, Senior Auditor, Senior Examiner of Municipal Affairs, Senior State Accounts Auditor, State Program Examiner 1 (Fiscal) or Tax Auditor 1.
In addition, candidates in the following titles may be eligible for transfer if they have a bachelor’s degree and 24 credit hours in accounting/auditing: Management Specialist 1, Senior Health Care Fiscal Analyst, Senior Internal auditor, Senior Social Services Management Specialist, State Program Examiner 1, or State Program Examiner 1 (Systems).
To be eligible for a 70.1 transfer to an Accountant Trainee 1 or 2, a candidate must have one year of permanent competitive service in any of the following titles: Accountant Social Services Tr 1, Auditor Tr 1 or 2, Bank Examiner Tr 1, Data Processing Fiscal System An Tr 1, Examiner Municipal Affairs Tr 1, Health Care Fiscal An Tr 1 or 2, Insurance Examiner Tr 1, Internal Auditor, State Accounts Auditor Tr 1 or 2, or Tax Auditor Tr 1.

When determining eligibility for transfer, the Office of Human Resources will confirm trainee level.
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
1. have one year of permanent, competitive service in a position allocated to a grade 16 or higher, and
2. meet the open competitive minimum qualifications of the positions and
3. have passed the professionals positions in accounting and auditing examinations.

Duties Description • Prepare work papers and related support, review and analysis of footnotes, and assistance in other significant reporting areas. Other duties may include governmental fund based schedules, budgetary basis presentations and general accounting responsibilities within the Bureau. The Senior Accountant (SA) may be tasked with reconciling ledgers, bank accounts and Statewide Financial System (SFS) transactions, as well as other maintenance within the SFS environment. The SA also may be responsible for the communication, collection and verification of information with various third parties for accurate inclusion in the State’s financial statements on a timely basis.

• The SA will be responsible for the preparation and completion of specific areas of the State’s Cash financial statements published on a monthly and annual basis, as well as associated reports and schedules.
• The SA will assist in independently performing various duties associated with the reconciliations of system data and other required maintenance of the Statewide Financial system.
• Assists the Supervisor in the various operations in the Bureau to ensure that all bureau work assignments are completed on an accurate and timely basis.

• The SA should maintain a professional demeanor and attitude and will generally be responsible for the preparation of financial statements, primarily the completion of assigned work and other tasks.

• Provide assistance in the preparation of the State’s Financial Condition Report, the Annual Information Statement, the NYS Citizens’ Guide and periodic variance analysis. May be involved in preparing workpapers and schedules for business matters with various parties such as the GASB, the State’s independent auditors, and representatives from the Division of the Budget, OSC, the State’s Public Authorities and other State agencies to ensure that all required information is included in the State’s financial statements and for other purposes.
