Minimum Qualifications Candidates must have one year of permanent competitive service as a Director Training 3; OR have one year of permanent service in a title eligible for transfer under Section 52.6 of the Civil Service Law.

Provisional Qualifications: One year of permanent service in a professional training position allocated to M1 or above.

Duties Description The Director of Training position is an exciting opportunity to work at a new agency, the New York State Justice Center for the Protection of People with Special Needs, which is charged with protecting over one million New Yorkers under the care of jurisdiction of six state agencies.
Under the general direction of the Deputy Director of the Office of Program & Policy, the incumbent is responsible for planning, organizing, and directing the implementation of a training program to meet the agency’s internal workforce development and performance needs as well as external training initiatives implemented to meet statutory responsibilities and agency goals and objectives.
In general, the Director of Training will oversee the planning, organizing and direction of training programs and activities and will perform the full range of supervisory responsibilities of staff within the Training Unit.

The Director of Training will also be responsible for overseeing that the statutory training requirements contained in the Special Needs Act of 2012 are fulfilled. The Director will perform the following duties, which will include, but are not limited to:
• Meet with the Justice Center’s Executive staff and program managers to determine trends and staff development needs.
• Analyze agency training resources and curriculum in conjunction with workforce development needs.
• Demonstrate a working knowledge of the programs and business needs of the agency and the goals and objectives of those programs.
• Communicate regularly with supervisors, program managers and employees regarding training needs and opportunities, fostering assistance and cooperation.
• Prepare and monitor budget and expenditures for training programs.
• Develop and maintain good working relationships with training organizations, vendors and educational institutions.
• Coordinate training activities with other State agencies and organizations.
• Represent the agency at professional training associations within and outside of State government.
• Communicates orally and in writing with a variety of individuals including their supervisors, agency program managers, supervisors and employees, subordinates, and staff from other State agencies and outside organizations.
• Establish and maintain working relationships with those individuals to foster their assistance and cooperation and to ensure timely development and implementation of programs.


Additional Comments The Director must understand the concepts of organizational development and the effects of implementing those concepts. They must reconcile the program goals and objectives of the agency and training needs of the agency with resources available. The Director must be familiar with and be able to implement educational, adult learning and multidisciplinary methods, principles and technologies to plan, organize and implement the agency’s training program that is accessible to diverse internal and external customers.
