Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 2, SG-23; OR who are in a position eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles are Information Technology Specialist 3, SG-23; Associate Administrative Analyst, SG-23; or Administrative Officer 1, SG-23. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

Preferred qualifications are experience with:

• Planning and management, elicitation, analysis, and communication
• Conducting data analysis, modeling, mapping, and migration to the effect of integrating data from legacy applications into modern systems
• Creating various data and behavior models, process/flow models, and usage models to provide direction to application developers
• Working with relational database management systems (RDBMSs) such as Oracle, MS SQL Server, MySQL, MS Access
• Designing extract, transform, and load (ETL) routines
• Conducting fit/gap analyses
• Designing intuitive user interfaces and data reports
• Performing in-depth system testing activities, including end-user acceptance testing, for modified and new systems, and other post-implementation support
• Facilitating the development of production support plans for new applications
• Providing orientation and training to end users for modified and new systems online permitting, reporting, and invoicing systems implementation and operations
• Knowledge of regulatory program business processes.

Duties Description This Office of Information Technology Services position will be assigned to work in the newly formed eBusiness Program within the Environment and Energy Cluster. This position will support the development of eBusiness solutions that will allow users to conduct business with agencies over the Internet. eBusiness activities include paying bills or fees, submitting compliance reports and other documents, and applying for permits and licenses.

The incumbent will combine strong business acumen with proven communication, analytical, and problem-solving skills to help maximize the business value of IT system investments. Under direction from the program’s senior Business Systems Analyst, the BSA 2 will:

• Support the planning for design, development, and implementation of efficient IT eBusiness solutions; solutions range from custom application builds to commercial, off the shelf (COTS) systems
• Plan for and facilitate business process design
• Gather and synthesize technical and functional requirements
• Analyze data to support business cases for proposed projects and new technology investments
• Support the operations of production business applications
• Analyze current systems issues, identify probable root causes, and propose possible solutions that balance cost with business benefits.
