Minimum Qualifications Open to NYS employees at Grade 25 or above who are eligible for transfer via Section 52.6 of the Civil Service Law. The 52.6 transfer cannot be a second, consecutive transfer resulting in an advancement of two grades. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of eligible titles are Project Manager 2, G-25, and Information Technology Specialist 4, G-25.

There is currently no Civil Service eligible list for the Project Manager 3 title. Therefore, candidates who meet the following Civil Service minimum qualifications for the Project Manager 3 position may be eligible for provisional appointment:

- One year of service as a Project Manager 2, G-25; or
- Two years of service as a Project Manager 1, G-23

Candidates appointed provisionally are responsible for applying for, and taking, the next Civil Service examination for this title when it is announced. In order to be permanently appointed, the candidate must obtain a score that is reachable on the resulting eligible list. Candidates who do not pass the examiantion or achieve a reachable score may not be retained.

Preferred Qualifications are:

- Demonstrable success managing the complete lifecycle of IT projects
- Experience developing comprehensive project plans
- Preparation of IT investment requests and business cases
- Experience coordinating multiple priorities, managing conflicts where needed
- Success identifying and driving needed change from a process and technical solution perspective
- Success in assuming responsibility, taking initiative, and operating with a high degree of independence
- Experience with overseeing IT contracts and managing vendor relationships
- Experience with online permitting, reporting and invoicing system implementation, and operations
- Experience with Oracle Financials/Statewide Financial System.

Duties Description This Office of Information Technology Services (ITS) position will be assigned to work in the newly formed eBusiness Program within the Environment and Energy Cluster. The position will support the development of eBusiness solutions. eBusiness activities include paying bills or fees, submitting compliance reports and other documents, and applying for permits and licenses over the internet.

Under minimal supervision, the PM 3 is responsible and accountable for the coordinated management of multiple, related projects directed toward agency eBusiness strategies and business objectives. The eBusiness Program consists of complex IT and business activities that span functions and program areas.

The successful PM has extensive experience and skills in program management, project management, communications, and leadership. The PM 3 will build consensus, establish rapport, and maintain communication with stakeholders across a diverse range of organizational groups, including ITS and agency executive staff and managers, the eBusiness Steering Committee, ITS technical staff, agency program staff, external agencies, and vendors. This is a senior role in the eBusiness Program, and the Project Manager will provide mentoring and guidance to junior project managers.

The incumbent will:

– Help define and initiate projects
– Manage project costs, schedules, and performance to ensure the ultimate success of the eBusiness Program
- Maintain continuous alignment of program scope with strategic business objectives
- Make recommendations to modify the program to enhance effectiveness toward the business result or strategic intent.

Illustrative duties include, but are not limited to, the following:

– Management of multiple eBusiness IT projects, following a prescribed but flexible project management methodology
– Direct project team activities to ensure that project objectives are met
– Management of integrated project processes including project scope, budget, and schedule
– Analyze interdependencies among scope requirements
– Develop IT investment requests and business cases
– Prepare cost benefit analyses
– Conduct “Make or Buy” analysis and solicitation/procurement planning
– Determine and coordinate IT and non-IT resources among constituent projects
– Analyze the portfolio of eBusiness projects in terms of project performance, interrelationships among projects, problem identification, and planning for mitigation of project issues
– Manage program funds and IT service contracts.
