Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 3, G-25; OR in a position at the G-23 level or above deemed administrative under Section 52.6 of the Civil Service Law such as Information Technology Specialist 4, G-25; Associate Administrative Analyst, G-23; or Administrative Officer 1, G-23. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Preferred qualifications are experience in:
• Leading and performing system testing activities, including end-user acceptance testing for modified and new systems
• Conducting fit/gap analyses
• Requirements planning and management, elicitation, analysis, and communication supporting applications development
• Translation of business requirements into well-formed technical and system requirements
• Creating various data and behavior models, process/flow models, and usage models to provide direction to application developers
• Facilitating the development of production support plans for new applications
• Online permitting, reporting and invoicing systems implementation, and operations
• Knowledge of regulatory program business processes.
Duties Description This Office of Information Technology Services (ITS) position will be assigned to work in the newly formed eBusiness Program within the Environment and Energy Cluster. This position will support the development of eBusiness solutions that will allow users to conduct business with agencies over the Internet. eBusiness activities include paying bills or fees, submitting compliance reports and other documents, and applying for permits and licenses over the Internet.
The incumbent will combine strong business acumen with proven communication, analytical, and problem-solving skills to help maximize the business value of IT system investments. The BSA 3 will serve as the primary relationship manager for specific program areas to help identify, scope, prioritize, and deliver their business technology initiatives. This is a senior technical role in the eBusiness Program, and the BSA will provide mentoring and guidance to junior analysts.
Under minimal supervision from the Business Analysis Bureau Director, the BSA 3 will:
• Lead business analysis activities related to the planning, design, and implementation of efficient IT eBusiness solutions; solutions range from custom application builds to commercial off the shelf systems (COTS)
• Plan for and facilitate business process design
• Gather and synthesize technical and functional requirements
• Analyze data to support business cases for proposed projects and new technology investments
• Support the operations of production business applications
• Analyze current systems issues, identify probable root causes, and propose possible solutions that balance cost with business benefits.
