Minimum Qualifications Job Specifics
The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.
PLEASE NOTE: Please read this posting in its entirety and follow the specific instructions on applying for this position.

• At least nine (9) years of general technical environment experience, at least two (2) years of which must be supervising in an IT environment.
• Experience must include the following, which may be concurrent:
o At least two (2) years of experience in planning and executing server administration.
o At least two (2) years of experience in planning and management of server architecture
o At least two (2) years of experience in capacity planning
o At least two (2) years of experience in performance analysis, troubleshooting, system tuning.

A bachelor’s degree in Computer Science or a related field may be substituted for four (4) years of the general experience.

Duties Description Under the direction of Assistant Director of Hardware Platforms, the Server Assistant Manager will be responsible for, but not limited to, the following:

• Direct CIO staff in its collaboration with Redesign selected implementation vendor in the implementation of and technical support for specialized system hardware, operating system environment, and software (including installation, modification and maintenance) for the new pension administration system and ensuring that the Redesign Systems Architect Manager is aware of any emerging issues.
• Direct staff’s review of project deliverables as required.
• Direct staff activities in the development of risk management and risk mitigation plans.
• Assist System Architect Manager with defining the impact of scope changes.
• Direct staff in the development of work breakdown structures and project plans to support hardware activities.
• Direct staff activities in the development, implementation, and maintenance of detailed technical designs, and procedures for storage management, capacity planning, performance analysis, system tuning, system accounting, change control, and system management in accordance with existing OSC’s systems standards as well as any other applicable standards.
• Direct other CIO staff to ensure they understand the full impact of system and architecture enhancements as they relate to OSC, developing and monitoring SLAs (Service Level Agreements) where necessary to ensure that work is accomplished in a coordinated, well-planned manner and meets expectations.
• Direct staff in diagnosing, and correcting computer system problems, i.e. disk failures, memory leaks, network issues, etc.
• Participate in selection, installation, and maintenance of OSC’s computer security software.
• Direct staff activities in the development of backup, recovery and contingency/disaster planning.
• Participate in activities with Redesign staff, selected implementation vendor and QA/IV&V vendor for conversion planning, to ensure that the servers and operating systems environment are designed, developed, installed and are performing in a manner adequate to meet the needs of the new pension administration system and the BPR Project.
• Direct staff in making assignments, setting priorities, and preparing person-day estimates for project planning.
• Direct the work of subordinate Server staff.
• Direct staff in coaching and assisting less experience staff in addressing technical (complex trouble-shooting and debugging activities) and functional issues that impact the project.
• Direct staff activities in performing the trouble-shooting and debugging activities.
• Direct staff in performing post-implementation and maintenance activities, as well as activities related to future upgrades or enhancements to the new Retirement Benefit Administration System.
• Perform administrative and supervisory functions as required.
