Minimum Qualifications For a permanent appointment, candidates must be a current NYS employee that is reachable on the current Civil Service eligible list for Utility Engineer 2, Grade 24.

For provisional appointment candidates must either:

1. Be a current NYS employee with one year of permanent competitive service as a Utility Engineer 1, Grade 20, or Utility Engineer 1 (Safety), Grade 20;

OR

2. Meet the following open-competitive qualifications:

You must have an Engineer-In-Training Certificate resulting from successfully passing the Fundamentals of Engineering Examination (FE) and three years of full-time qualifying experience in one of the following areas:

Qualifying experience:
1) Oversight of electric utility system operations, maintenance, or planning with an emphasis on system reliability, including areas such as: conducting system reliability and/or planning studies, performing/reviewing system design, monitoring project construction, or evaluating project costs and budgets; OR
2) Performance monitoring and assessment of electric utility power systems (transmission and/or distribution); including evaluation of reliability performance mechanisms, electric service provisions, and compliance with relevant codes; OR
3) Development, design, operation, maintenance, interconnection, or testing for distributed generation facilities; OR
4) Application of various digital technologies which modernize and automate grid operations to anticipate and respond to system disturbances, enable greater use of variable energy sources, including renewable energy, and which provide the capability for customers to manage their energy costs (smart grid technology); OR
5) Development and/or implementation of electric utility emergency response plans, including involvement in areas such as: coordination or oversight of exercises/drills and evaluation of response plan effectiveness following events;; OR
6) Electric utility rate making including revenue requirement determination; cost allocation; tariff analysis and rate design.
Substitutions:

A master's degree in engineering or engineering technology can be substituted for one year’s qualifying experience.

Duties Description Under the direction of a Utility Engineer 3, Grade 27, the duties of the Utility Engineer 2 will include, but are not limited to:

• Reviewing utility emergency plans for conformance with best New York State and industry-wide practices.
• Reviewing capital transmission and distribution capital improvement plans for adequacy in maintaining reliability, increasing resilience, and improving automation capabilities, all while doing so in a cost effective manner.
• Providing analysis for rate proceedings and tariffs
• Preparing staff positions through memoranda, testimony and exhibits or consensus meetings.
• Examining utility operations to allocate costs among service classifications and end-users based on system utilization and functions.
• Develop performance measures, compliance standards and implementation procedures, to ensure utility customers receive an adequate level of service reliability.
• Investigating and analyzing utility system growth, system operations, and supply planning to insure system reliability and service quality.
• Analyzing utility load demand for forecast accuracy, long range planning, construction budgeting, lifecycle reviews and productivity measurements.
