Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title;

OR

be permanent as a Mental Hygiene Program Evaluation Specialist 3 and eligible to transfer;

OR

be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.

OR

In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:

Candidates must be a qualified employee of the New York State Office of Mental Health or the New York State Office for People With Developmental Disablities and have had a year of permanent competitive or 55-b/55-c service as a Mental Hygiene Program Evaluation Specialist 2.

OR

Candidates must have a bachelor's degree plus three years of program evaluation experience in a human services setting.2


1Program evaluation experience is defined as experience in the design, development, implementation, and evaluation of methods to measure program (not individual client) needs, process, outcome, and their relationships in terms of objective criteria of effectiveness and efficiency. Qualifying program evaluation experience is considered to be experience in which your primary responsibility is developing data collection instruments and processes, analysis, and reports, including: incident review patterns and trends; patient admission and discharge reports; monthly and quarterly data collection for regulatory bodies such as the Joint Commission; employee accident reports; overtime utilization; and staff retention. Such functions would involve the following activities: determining appropriate performance indicators for a program or organization; designing client satisfaction surveys; designing outcome measurement instruments and processes; aggregating and analyzing data and presenting the results of the effort in a report; designing and implementing needs assessments processes; leading or facilitating failure mode and effect analysis; root cause analysis; performance improvement projects; and reviewing organizational performance to determine the level of compliance with the standards of oversight agencies.

2 For the purpose of these examinations, a human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.

Substitution: A master's degree in business, economics, health care administration, hospital administration, public administration, statistics, quantitative analysis, organization management, or a closely related field can be substituted for one year of non-supervisory experience. A doctoral degree in a field with emphasis on evaluation techniques can be substituted for two years of non-supervisory experience.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description As a Mental Hygiene Program Evaluation Specialist 3, you would work in an evaluation unit which is responsible for the ongoing assessment of services provided to the mentally and developmentally disabled by New York State facilities and programs.

Typical functions performed by an evaluation unit include:

conducting standardized program reviews such as Medical Care Evaluation Studies;

producing management information reports based on the collection and analysis of quantitative data relating to program services;

designing and conducting studies to measure program need, process, outcome, impact, cost/benefit, effectiveness, and client satisfaction; and

preparing written reports for program management on evaluation results and recommended interventions.

You may also have responsibilities for supervision of clerical and professional staff as well as for the overall program.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
