Minimum Qualifications MINIMUM QUALIFICATIONS:
For Permanent Appointment: Candidates must possess a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect AND have at least one year of permanent competitive service in a 52.6 transfer eligible title allocated to Grade 29 / M-3 or higher.
For Provisional Appointment: Candidates must possess a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect, AND have at least one year of permanent competitive or 55-b/55-c service as a Capital Facilities Regional Manager 1, M-3; OR
Candidates must possess a New York State license and current registration as a professional engineer, professional landscape architect, or professional architect; and have seven years of professional experience in engineering, landscape architecture, or architecture; which included the design and construction of parks and recreation facilities. This experience must include three years of supervisory experience.
Duties Description OVERVIEW OF DUTIES AND RESPONSIBILITIES: Under the supervision of the Western District Director and Deputy General Manager, the incumbent will be responsible for supervising the Capital Facilities Departments for the Niagara and Allegany Regions.. The incumbent will provide administrative and technical direction for planning, design, construction, and rehabilitation of all park facilities; prepares and manages the regional capital facilities budgets and assures priorities and budget plans are implemented and followed; controls and implements the regional master plan and five year capital plan; supervises and trains staff; assigns staff to meet work needs and priorities; directs the planning and review of projects, assuring that they adhere to agency policies and priorities and comply with codes; monitors and oversees work performed by other agencies, consultants, contractors, and concessionaires to ensure it is consistent with agency plans and complies with codes; supervises the preparation, bidding, award, and administration of contracts; monitors grants-in-aid programs and contracts to municipalities; coordinates land acquisition, survey, environmental impact assessment, and easement activities; and prepares and reviews technical and administrative reports.

• The candidate must possess and maintain a valid NYS Drivers’ License and maintain the license as a term and condition of employment.
• Candidates must have knowledge of computers, and be able to use Microsoft Excel, Word and Outlook.
• Candidates must be able to communicate orally with park and capital unit staff, park patrons, other governmental agencies, municipalities and consultants.
