Minimum Qualifications MINIMUM QUALIFICATIONS: Qualified candidates must have one year of permanent non-competitive or 55b/c service as a Supervising Professional Conduct Investigator OR ten years of experience in the investigation of complex cases leading to criminal trial and administrative proceedings, which must include conducting investigations and interrogations, writing reports on assignments, and testifying at administrative hearings or criminal trials, of which at least two years must have been in a leadership or supervisory capacity. A Bachelor’s Degree in Criminal Justice, Police Science, or a closely related field may substitute for up to four years of the required experience.
PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who have experience with the use of electronic surveillance equipment and familiarity with the Division of Investigation’s operating procedures, as well as relevant Education Law, the Regulations of the Commissioner, and Rules of the Board of Regents.
Duties Description The New York State Education Department’s Office of the Professions anticipates filling a Principal Professional Conduct Investigator in the Office of Professional Discipline’s (OPD) New York City Office. Under the general direction of the Director, Division of Investigation, the Principal Professional Conduct Investigator will supervise and coordinate the investigative program for the Division of Investigation in the New York City region. Other duties include, but will not be limited to, the following:
• Supervising staff in the Manhattan, Brooklyn, and Harlem regional offices;
• Meeting and consulting with Supervising Professional Conduct Investigators to determine priorities of investigations, allocation of staff, and the use of investigative techniques to be used in investigations;
• Directing training of investigative staff;
• Participating in the selection of new staff;
• Conducting unusually large or complex investigations;
• Reviewing completed cases to ensure compliance with Division and Department policies;
• Acting as a liaison with federal, state, and local agencies; and
• Participating in outreach programs.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, non-competitive appointment. Filling of this position is contingent upon Division of Budget approval.
*Salary leads to $102,838 through annual performance advances.
**Plus $3,026 annual downstate location adjustment.
