Minimum Qualifications Four years of eDiscovery IT administration and eDiscovery programming experience.
Substitution: Bachelors or higher-level degree including 15 credit hours in computer science may substitute for up two years of experience. Sixty semester credit hours including 15 credit hours in computer science may substitute for one year experience.

Duties Description The Information Technology Bureau eDiscovery Unit services our "clients" (our own attorney staff and other state agencies) in defensive litigation eDiscovery demands. We are seeking employees with experience in data review platform software (Concordance, Clearwell, Relativity, etc.) designed for precise data review and culling for ongoing litigation and investigations, coupled with an experience in technical litigation support. Emphasis will be placed on candidate’s possessing excellent communication skills as well as the ability to demonstrate Quality Assistance and Quality Control measures.

DUTIES:
- Load data into Concordance or Relativity by building databases for standard load data; identify non?standard data for correction or processing.
- Load native file data into Clearwell.
- Ingest third party data and databases onto eDiscovery servers using documented process and proprietary application controls.
- Validate (quality control) load process using scripted processes; develop/improve such processes.
- Programmatically modify Excel spread sheets using simple VBA modules.
- Write SQL statements to manipulate data contained in Microsoft SQL servers.
- Use Microsoft Outlook, Microsoft Access, and Microsoft Excel at an advanced level.
- Troubleshoot software and hardware problems for the tools maintained by the eDiscovery unit.
- Write text parsing programs to transform non?standard load files into valid delimited and/or XML load files.
- Write appropriate documentation describing process for use by colleagues and end user clients.
- Communicate well with end users in a support role to explain process and suggest solutions.
- Provide eDiscovery training to staff and legal teams.
- Supervise subordinate staff.
- Develop an organized approach to duties, including plans, schedules, and assessment of risks and reporting out on the
progress of efforts.
- Follow Change Control format and procedures
- Assess risks and report issues related to operations
- Collaborate with other IT staff and users as needed for cross?unit or enterprise?wide initiatives
- Resolve and record incident resolution in tracking system
- Some Travel to regional offices as needed to troubleshoot/fix problems.
- Perform other duties as assigned.

Additional Comments PREFERRED QUALIFICATIONS:
- LexisNexis Concordance software Administration and Development (including complete fluency with Concordance Programming Language), or related advanced search and review platform.
- kCura Relativity software Administration and Development.
- Symantec Clearwell software Administration and Development, or related advanced search and review platform.
- Design and execution of substantive relevancy queries, and substantive legal data analysis.
- Full text OCR software, multiple email programs including Microsoft Outlook, and Microsoft Access, Microsoft Excel and Adobe Acrobat.
- MS SQL as Developer.
- Experience with at least 1 of the following programming languages: PowerShell, any of the VisualBasic family of programming languages, or Pearl.
- Experience training end users and administrators in LexisNexis Concordance, Clearwell, Relativity, or other advanced search and review platform designed for precise data review and culling for production in litigation or investigations
- Experience with Symantec Clearwell software Administration and Development, or with any other advanced search and review platform designed for precise data review and culling for production that ingests “native file” data.
- Supervisory experience including coaching and training subordinate staff to transfer knowledge and skills to all levels of staff.
- Experience working collaboratively with IT operations staff with large data management and migration challenges.
- Ability to build, maintain and troubleshoot Microsoft Windows workstations.
- MS SQL DBA.
- Knowledge of “Bates” numbering systems, Boolean logic/Boolean algebra, DeMorgan’s laws, truth tables, set theory, and technology assisted review theories such as algorithmic or iterative learning.
